Village of North Fond du Lac – BOARD OF TRUSTEES

A. ROLL CALL OF OFFICERS
Streetar called the meeting to order at 6:00 PM. Duffy, Hornung, Streetar, Price, and Will present.

1. The Board briefly discussed the 2025 Budget and Administrator Leonard gave a quick summary.
F. PUBLIC HEARING
1. The Board adjourned to public hearing @ 6:02pm for Adopting R-17-2024, approving the General
Operating, Debt Service Fund, Capital Projects Fund, Spillman Library, Outdoor Rec., SLFRF,
EMS Fund and Tax Increment District #2 Budgets, and setting the Tax Levy for Fiscal Year 2025.
President Streetar called for public comment 3 times, hearing none, the Board adjourned from
public hearing @ 6:03pm.
G. PRESIDENT’S BUSINESS AND STAFF REPORTS
1. Administrator Leonard and present Department Heads gave a summary of the weekly report along
with some updates from County Board members.
H. CONSENT AGENDA
1. Approve the minutes of the following Village Board Meeting: 11/04/2024.
2. Approve invoices and authorize checks to be drawn on the respective funds as indicated.
3. Approve the following operator licenses:
Chelsey Pinkerton-Permanent- GPM Southeast Brianna Galle-Permanent-GPM Southeast
871 S. Main St #53 1210 Magnolia Ave
Fond du Lac, WI Oshkosh, WI
Motion to approve by Will, second by Price. 5 ayes. Motion carries.
I. ADMINISTRATIVE
1. The Board discussed the use of State and Local Fiscal Recovery Funds (SLFRF). Leonard gave an
update on the security camera project and mentioned that it will be presented at the next meeting.
The Library Director, Heather Wegner presented the Board with information to purchase chairs,
chair rack, and mobile shelving units along with a discussion about a new circulation desk at the
library. The Board asked Wegner to continue to work on proposals for the new circulation desk.
Motion by Hornung to approve up to $6,000 of SLFRF funds to purchase chairs, chair
racks, and mobile shelving units, second by Duffy. 5 ayes. Motion carries
J. RESOLUTION
1. The Board discussed Resolution-17-2024, a resolution approving the General Operating, Debt
Service Fund, Capital Projects Fund, Spillman Library, Outdoor Rec., SLFRF, EMS Fund and Tax
Increment District #2 Budgets, and setting the Tax Levy for Fiscal Year 2025. Trustee Duffy
thanked staff for all of their work on the budget process and thought the 2.93% increase was
acceptable given all of the increases in expenses.
Motion to approve Resolution-17-2024 by Duffy, second by Price. 5 ayes.
Motion carries.
K. UNFINISHED BUSINESS
1. Duffy asked Leonard about the train whistles. Leonard said he had contacted CN and was assured
that nothing excessive was being done and that some rail construction potentially had added some
sounding of the whistles.

A motion was made by Price with a second by Will to adjourn at 6:36 P.M.- 5 ayes.
