A. ROLL CALL OF OFFICERS
Streetar called the meeting to order at 6:00 PM. Duffy, Hornung, Streetar, Price, and Will present.

D. ANNOUNCEMENTS
1. President Streetar and the rest of the Board thanked Ann Price for her 6.5 years serving on the
Village Board as she departs the Board due to moving out of the Village.
E. PRESIDENT’S BUSINESS AND STAFF REPORTS
1. Administrator Leonard and present Department Heads gave a summary of the weekly reports along
with some updates from County Board members.
F. CONSENT AGENDA
1. Approve the minutes of the following Village Board Meeting: 12/02/2024.
2. Approve invoices and authorize checks to be drawn on the respective funds as indicated.
Motion to approve by Will, second by Price. 5 ayes. Motion carries.
G. ADMINISTRATIVE
1. The Board discussed the use of State and Local Fiscal Recovery Funds (SLFRF).
a. The Board briefly discussed updates from staff on both the Library service desk project and
the funding potential for Prospect Avenue updates. Staff will continue to research both
items.
H. RESOLUTIONS
1. The Board discussed Resolution-19-2024, a resolution authorizing the designation of American
Rescue Plan Act Funds of up to $77,000 to purchase and install a video surveillance system at
Village facilities and parks in the Village of North Fond du Lac.
Motion to approve by Hornung, second by Duffy. 5 ayes. Motion approved.
2. The Board discussed Resolution-20-2024, a resolution authorizing the designation of American
Rescue Plan Act Funds of up to $22,000 to purchase additional chairs, chair racking, mobile
shelving, and a new circulation desk for Spillman Library in the Village of North Fond du Lac.
Motion to approve by Duffy, second by Will. 5 ayes. Motion approved.
I. ORDINANCES
1. The Board discussed Ordinance-2024-09, an ordinance revising 16.04 Through Streets Designated,
16.05 Stop Sign Locations Designated, 16.07 Yield Intersections Designated, and 16.09(3) Parking
Regulations - Parking Prohibited. Second reading.
Motion to approve by Duffy, second by Will. Roll call: Duffy-yes, Hornung-yes,
Streetar-yes, Price-yes, Will-yes. Motion approved.
L. ADJOURNMENT
A motion was made by Price, second by Duffy to adjourn in the closed session at 6:29 P.M.- 5

b. Prospect Avenue study update and McKinley Street intersection modifications and lane
modifications.

1. Discussion and possible action on Resolution-19-2024, a resolution authorizing the designation of

2. Discussion and possible action on Resolution-20-2024, a resolution authorizing the designation of
American Rescue Plan Act Funds of up to $22,000 to purchase additional chairs, chair racking,
mobile shelving, and a new circulation desk for Spillman Library in the Villag of North Fond du
Lac.
