OFFICIAL MINUTES – MEETING OF March 17, 2025 Village of North Fond du Lac – BOARD OF TRUSTEES Board Present Staff Present Mike Streetar – President Nick Leonard- Administrator John Duffy- Trustee Jake Flaherty-EMS/Fire Chief Chuck Hornung- Trustee Mitch Vis- Director of Public Works Mike Will-Trustee Pete Vergos- Police Chief Conni Killian-Ritchie- Court Administrator Others present: David Batterman, 516 Illinois Ave., Gary Schaub-434 Chapleau St., Stephanie Fox-1772 Creek Vu Drive, Katie Gellings-142 Rose St., Matt Mineau-1115 Thurke Ave., Glen McClyman-721 Washington Ave. A. ROLL CALL OF OFFICERS Streetar called the meeting to order at 6:00 PM. Duffy, Hornung, Streetar, and Will present. B. PLEDGE OF ALLEGIANCE C. CITIZENS PARTICIPATION D. PUBLIC HEARING. 1. The Board adjourned to public hearing at 6:02 pm for proposed Ordinance 2025-01, an ordinance amending 21.12(1)(d), accessory uses and structures as it pertains to steel shipping containers. After calling for public comment 3 times and hearing none, President Streetar closed the public hearing at 6:03 pm. The Board then returned to open session. E. ANNOUNCEMENTS F. PRESIDENT’S BUSINESS AND STAFF REPORTS 1. Administrator Leonard and present Department Heads and FDL County Board members gave a summary of the weekly reports. G. CONSENT AGENDA 1. Approve the minutes of the following Village Board Meeting: 03/03/2025. 2. Approve invoices and authorize checks to be drawn on the respective funds as indicated. 3. Approve the following operator license Jonathon Stutzman-Dollar General-Permanent 107 20th Street, Fond du Lac, WI Motion to approve by Will, second by Duffy. 4 ayes. Motion carries. H. ADMINISTRATIVE 1. North Fond du Lac School Superintendent, Dr. Matt Mineau presented information related to the proposed operational referendum on the ballot for the April 1, 2025, election. Katie Gellings and Stephanie Fox also spoke in favor of the operational referendum, expressing their support for it. The Board thanked them for their attendance and discussion. 2. The Board and staff discussed the 2025 Water, Wastewater, and Stormwater Utility budgets. 3. The 2024 Stormwater Annual Report was presented to the Board by the Director of Public Works, Mitch Vis. Vis summarized the report for the Board and discussed the need for it. Motion to approve the 2024 Annual Stormwater Report by Hornung, second by Will. 4 ayes. Motion carries. I. RESOLUTIONS 1. The Board discussed Resolution-02-2025, a resolution proclaiming Kids to Parks Day in the Village of North Fond du Lac. Motion to approve Resolution-02-2025 by Duffy, Second by Hornung. 4 ayes. Motion carries. 2. The Board discussed Resolution-03-2025 – a resolution appropriating the necessary funds for the operation of the Water Utility of the Village of North Fond du Lac, Wisconsin, for the year 2025. Motion to approve Resolution-03-2025 by Will, Second by Duffy. 4 ayes. Motion carries. 3. The Board discussed Resolution-04-2025 – a resolution appropriating the necessary funds for the operation of the Wastewater Utility of the Village of North Fond du Lac, Wisconsin, for the year 2025. Motion to approve Resolution-04-2025 by Hornung, Second by Will. 4 ayes. Motion carries. 4. The Board discussed Resolution-05-2025 – a resolution appropriating the necessary funds for the operation of the Storm Water Utility of the Village of North Fond du Lac, Wisconsin, for the year 2025. Motion to approve Resolution-05-2025 by Will, Second by Duffy. 4 ayes. Motion carries. 5. The Board discussed Resolution-06-2025 – a resolution proclaiming Arbor Day in the Village of North Fond du Lac, WI on April 25, 2025. Motion to approve Resolution-06-2025 by Will, Second by Duffy. 4 ayes. Motion carries. J. ORDINANCES 1. The Board discussed Ordinance 2025-01, an ordinance amending 21.12(1)(d), accessory uses and structures as it pertains to steel shipping containers. Second Reading Motion to approve Ordinance 2025-01 by Hornung, second by Duffy. Glen McClyman, 721 Washington Ave. asked for clarification on moving pods, why this couldn’t be considered a steel building for the code, and also if this impacts accessory structures and the number allowed. Administrator Leonard said the moving pods needed for a few weeks for individuals moving in and out of their homes would be excluded from this. He also stated that this update is not changing anything as it relates to accessory structures besides firming up the fire separation of those structures and also said that steel shipping containers is a more specific description needed rather than steel buildings. Roll call: Duffy-yes, Hornung-yes, Streetar-yes, Will-yes. Motion carries. K. ADJOURNMENT A motion was made by Duffy, second by Will to adjourn at 7:05 P.M.- 4 ayes.
