OFFICIAL MINUTES – MEETING OF April 7, 2025 Village of North Fond du Lac – BOARD OF TRUSTEES Board Present Staff Present Mike Streetar – President Nick Leonard- Administrator John Duffy- Trustee Jake Flaherty-EMS/Fire Chief Mike Will-Trustee Mitch Vis- Director of Public Works Pete Vergos- Police Chief Heather Wegner-Library Director Chuck Hornung- Trustee-Excused Josh Weimer-Project Manager Others present: Alailah Rivera, Brittany and Lucas Ziegler A. ROLL CALL OF OFFICERS Streetar called the meeting to order at 6:00 PM. Duffy, and Will present, Hornung excused. B. PLEDGE OF ALLEGIANCE C. CITIZENS PARTICIPATION D. ANNOUNCEMENTS E. PRESIDENT’S BUSINESS AND STAFF REPORTS 1. Administrator Leonard and present Department Heads gave a summary of the weekly reports along with present County Board members. F. CONSENT AGENDA 1. Approve the minutes of the following Village Board Meeting: 03/17/2025. 2. Approve invoices and authorize checks to be drawn on the respective funds as indicated. Motion to approve by Will, second by Duffy. 3 Ayes. Motion carries. G. ADMINISTRATIVE 1. The Board discussed the Lead Service Line replacement plan for the Village. Josh Weimer and Mitch Vis presented the current inventory information and explained the DNR requirements of removing all of the lead from our water system by 2037. Leonard explained that the Village needs to decide how to fund the private side laterals and that the Village has been awarded some funding. Leonard explained that 50% of the funding does not require payback and the remaining 50% can either be funded by property owners or the Village. Leonard suggested funding this with the general fund as he is concerned with attaining compliance if we make the property owners fund the 50%. Will asked if the property owner could be special assessed and staff will look into that. Staff will gather more information and report back at the next meeting. Duffy asked staff to put together a budget and funding plan for the 12 years. Streetar asked if Weimer has had any feedback and Weimer explained there is quite a bit of interest and questions on what the funding will look like. 2. The Board discussed the following Temporary Class B Retailers License for North Fondy Fest (200 Winnebago Street) for June 20, 2025- June 22, 2025: North Fondy Fest Andrew Puddy- Agent- N3932 Hickory Road- Fond du Lac, WI Motion to approve and waive the fee by Duffy, second by Will. 3 ayes. Motion carries. H. UNFINISHED BUSINESS I. NEW BUSINESS 1. Chief Flaherty announced the annual brat fry was to be held at Village Park on Saturday, 4/12 from 10 am to 2 pm. J. CLOSED SESSION Allowed in the closed session were Alailah Rivera-applicant and Brittany and Lucas Ziegler-employer along with Village and staff members Police Chief Vergos and Administrator Leonard. 1. Motion to go into closed session at 6:53 pm by Will, second by Duffy. Roll call: Duffy- yes, Streetar- yes, Will- yes. The Board convened in executive session pursuant to Wis. Stats, Section 19.85 (f), considering financial, medical, social, or personal histories or disciplinary data of specific persons, preliminary consideration of specific personnel problems or the investigation of charges against specific persons except where par. (b) applies which, if discussed in public, would be likely to have a substantial adverse effect upon the reputation of any person referred to in such histories or data, or involved in such problems or investigations.: 1. Consideration of an alcohol operator’s license. Motion to return to open session by Will, second by Duffy at 7:21 pm. Roll call: Duffy- yes, Streetar- yes, Will- yes. K. ADJOURNMENT A motion was made by Duffy, second by Will to adjourn at 7:21 pm.- 3 ayes.
