A. ROLL CALL OF OFFICERS
Streetar called the meeting to order at 6:00 PM. Duffy, Hornung, Schaub, and Will present.

C. CITIZENS PARTICIPATION
1. Andy Weiglein spoke to the Village Board about improvements NFDL Youth Sports would like to do
at Village Park. Andy presented some drawings of proposed dugouts for the west diamond. Dan and
Andy asked to have a discussion at the next meeting to talk about the possibility of the Village
participating financially with the dugouts. Andy mentioned that the engineered plans will cost $6,000.
Leonard mentioned that this item is on the next agenda for further discussion.
D. ANNOUNCEMENTS
E. PRESIDENT’S BUSINESS AND STAFF REPORTS
1. Administrator Leonard and present Department Heads gave a summary of the weekly reports along
with present County Board members.
F. CONSENT AGENDA
1. Approve the minutes of the following Village Board Meeting: 04/07/2025.
2. Approve invoices and authorize checks to be drawn on the respective funds as indicated.
3. Approve the following operator license:

Motion to approve by Will, second by Duffy. 5 Ayes. Motion carries.
G. ADMINISTRATIVE
1. The Board discussed the EMS budget and reviewed the audit results. Chief Flaherty explained that
through a number of occurrences, the EMS budget changed dramatically compared to the estimated
actual presented during the 2025 budget process. Currently the EMS fund is at a negative $180,000
overall. This is due to many situations explained during discussion including capital funds being
lower than expected, overtime at the end of 2025 being significantly higher due to injury, and a lapse
in billing by the new billing company. Staff still feel that fund is sitting in a good overall position,
and that more discussion will need to take place in regards to how the EMS is funded in the future.
Duffy asked if the capital portion of the budget could be separated to help paint a clearer picture of
the fund. Leonard will investigate this.
2. The Board discussed the Lead Service Line replacement plan for the Village. Leonard summarized
discussions from the last meeting and talked about the options of the awarded funds. He explained
that we have the option of funding the 50% of the private side with general fund dollars, or require
property owners to pay the 50%. Will stated that he was not in favor of using General Fund dollars
to fund the 50% of the replacements on private property. Duffy asked what the total amount would
be for the first round. Leonard explained that for this funding, there is approximately $90,000 of
loan funds that need to be paid back and $90,000 of forgivable loan funds.
3. The Board discussed the following license application for 2025:

1. The Board discussed Ordinance 2025-02, an ordinance adopting municipal code 12.24 related to
lead service line replacement. First Reading only.
