OFFICIAL MINUTES – MEETING OF October 6, 2025 Village of North Fond du Lac – BOARD OF TRUSTEES Board Present Staff Present Mike Streetar – President Nick Leonard- Administrator John Duffy- Trustee Pete Vergos-Police Chief Chuck Hornung- Trustee Jake Flaherty-EMS/Fire Chief Gary Schaub- Trustee Mitch Vis-Director of Public Works Mike Will-Trustee Kris Ruch- Deputy Treasurer Others present: Judge Troy Damsteegt A. ROLL CALL OF OFFICERS Streetar called the meeting to order at 6:00 PM. Duffy, Hornung, Streetar, Schaub, and Will present. B. PLEDGE OF ALLEGIANCE C. CITIZENS PARTICIPATION 1. Lakeside Municipal Court Judge Troy Damsteegt introduced himself and a gave a brief introduction and overview of the municipal court. D. ANNOUNCEMENTS E. PRESIDENTS BUSINESS AND STAFF REPORTS 1. Administrator Leonard and present Department Heads gave a summary of the weekly report along with some updates from County Board members. F. CONSENT AGENDA 1. Approve the minutes off the following Village Board Meetings: 09/15/2025 and 09/23/2025 2. Approve invoices and authorize checks to be drawn on the respective funds as indicated. 3. Approve the following operator licenses: Robert Wunder- R Store- Permanent W6985 Challenger Drive Fond du Lac, WI Motion to approve by Will, second by Schaub. 5 ayes. Motion carries. G. ADMINISTRATIVE 1. The Board discussed writing of the attached delinquent personal property tax bills. Leonard explained that the particular property changed hands and was the only outstanding personal property tax remaining. The State of WI has since ended the personal property tax and Leonard recommended writing these off to clean up the books. Motion to approve by Hornung, seconded by Duffy. 5 ayes. Motion carried. 2. The Board discussed the 2026 Department of Public Works budget. Director of Public Works Mitch Vis presented the DPW budgets and highlighted changes. 3. The Board discussed 2026-2030 Capital Improvement Plan. Leonard highlighted the changes from the previous review of the CIP and also noted that the total amount was $200k less than the last review due to the removal of Prospect Ave. striping. Streetar said he had visited the Community Center and didn’t think the cabinets needed to be replaced. The Board decided to take a look at the cabinets and the fence at the Community Center and discuss this item further at the next meeting. H. ADJOURNMENT Motion to adjourn by Hornung at 7:02pm, second by Duffy. 5 ayes.
