OFFICIAL MINUTES – MEETING OF October 20, 2025 Village of North Fond du Lac – BOARD OF TRUSTEES Board Present Staff Present Mike Streetar – President Nick Leonard- Administrator John Duffy- Trustee Pete Vergos-Police Chief Chuck Hornung- Trustee Jake Flaherty-EMS/Fire Chief Gary Schaub- Trustee Mitch Vis-Director of Public Works Mike Will-Trustee Kris Ruch- Deputy Treasurer Heather Wegner- Library Director Others present: A. ROLL CALL OF OFFICERS Streetar called the meeting to order at 6:00 PM. Duffy, Hornung, Streetar, Schaub, and Will present. B. PLEDGE OF ALLEGIANCE C. CITIZENS PARTICIPATION D. ANNOUNCEMENTS E. PRESIDENTS BUSINESS AND STAFF REPORTS 1. Administrator Leonard and present Department Heads gave a summary of the weekly report along with some updates from County Board members. F. CONSENT AGENDA 1. Approve the minutes of the following Village Board Meetings: 10/06/2025 2. Approve invoices and authorize checks to be drawn on the respective funds as indicated. Motion to approve by Will, second by Schaub. 5 ayes. Motion carries. G. ADMINISTRATIVE 1. The Board discussed the 2026 General Operating, Debt Service Fund, Capital Projects Fund, Spillman Library, Outdoor Rec., EMS Fund, and Tax Increment District #2 Budgets, and setting the Tax Levy for the Fiscal Year. Leonard and Dept. Heads presented the final budget sections and also discussed the summary. Leonard proposed a 3% tax rate increase to balance the budget. Will pointed out that the State shared revenue increase helped alleviate what could have been a more significant tax increase or a loss in services. The Board gave direction to Leonard to prepare the budget as it is for Public Hearing and adoption on November 17. 2. The Board discussed the 2026 Village of North Fond du Lac Fee Schedule. Leonard presented the updated fee schedule after a thorough review by staff. The fee schedule included increases to several building permit and development fees, swimming pool daily passes, season passes, and swimming lesson increases, along with an increase to garbage bag stickers. Motion to approve the Fee Schedule as presented effective Jan. 1, 2026 by Duffy, second by Hornung. 5 ayes. Motion carries. 3. The Board discussed 2026-2030 Capital Improvement Plan. The only outstanding discussion was for the Community Center kitchen cabinets. After discussion, no changes were made to the CIP. H. UNFINISHED BUSINESS I. NEW BUSINESS 1. President Streetar thanked Department Heads and all staff members for all of their hard work on the 2026 budget process. J. CLOSED SESSION 1. Motion by Hornung, second by Schaub to convene in executive session at 7:24 pm pursuant to Wisconsin State Statutes 19.85(1) (c) considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility. a. WPPA Union Contract. Roll Call: Duffy-yes, Hornung-yes, Streetar-yes, Schaub-yes, Will-yes After deliberating in closed session, the Board may move to reconvene in open session to take formal action on the preceding subject of closed session, if appropriate; or to conduct discussion or give consideration where the subject is not appropriate for closed session consideration. The Board may adjourn in closed session. K.
