OFFICIAL MINUTES – MEETING OF March 2, 2026 Village of North Fond du Lac – BOARD OF TRUSTEES Board Present Staff Present Mike Streetar – President Nick Leonard- Administrator John Duffy- Trustee Pete Vergos-Police Chief Chuck Hornung- Trustee Jake Flaherty-EMS/Fire Chief Gary Schaub- Trustee Mitch Vis-Director of Public Works Mike Will-Trustee Others present: Tim Haas-1763 Creek Vu Drive A. ROLL CALL OF OFFICERS Streetar called the meeting to order at 6:00 PM. Duffy, Hornung, Streetar, Schaub, and Will present. B. PLEDGE OF ALLEGIANCE C. CITIZENS PARTICIPATION D. ANNOUNCEMENTS E. PRESIDENTS BUSINESS AND STAFF REPORTS 1. Administrator Leonard and present Department Heads gave a summary of the weekly report along with some updates from County Board members. F. CONSENT AGENDA 1. Approve the minutes of the following Village Board Meetings: 02/16/2026 2. Approve invoices and authorize checks to be drawn on the respective funds as indicated. Motion to approve by Will, second by Schaub. 5 ayes. Motion carried. G. ADMINISTRATIVE 1. The Board and staff discussed the 2026 Water, Wastewater, and Stormwater Utility budgets. Vis updated the Board on the cost of a used hydro vac and informed the Board that purchasing new would be the best option. Will asked staff to at least explore some demo units prior to purchasing. 2. The Board discussed approving a contract for EMS billing services. Chief Flaherty informed the Board of the issues he was having with the current billing company. Flaherty explained that he had obtained proposals from three additional providers and recommended approving the proposal from Paramedic Billing Services. Motion to approve a contract with Paramedic Billing Services by Duffy, seconded by Hornung. All ayes. Motion carried. H. RESOLUTIONS 1. The Board discussed Resolution-01-2026 – a resolution appropriating the necessary funds for the operation of the Water Utility of the Village of North Fond du Lac, Wisconsin, for the year 2026. Motion to approve Resolution-01-2026 by Schaub, second by Duffy. All ayes. Motion carried. 2. The Board discussed Resolution-02-2026 – a resolution appropriating the necessary funds for the operation of the Wastewater Utility of the Village of North Fond du Lac, Wisconsin, for the year 2026. Motion to approve Resolution-02-2026 by Hornung, second by Duffy. All ayes. Motion carried. 3. The Board discussed Resolution-03-2026 – a resolution appropriating the necessary funds for the operation of the Storm Water Utility of the Village of North Fond du Lac, Wisconsin, for the year 2026. Motion to approve Resolution-03-2026 by Duffy, second by Hornung. All ayes. Motion carried.  4. The Board discussed Resolution-04-2026 – a resolution proclaiming Arbor Day in the Village of North Fond du Lac, WI on April 24, 2026. Motion to approve Resolution-04-2026 by Schaub, second by Duffy. All ayes. Motion carried. I. ORDINANCE 1. The Board discussed Ordinance-2026-02, an ordinance amending 21.12(7)(g) swimming pool fences. Leonard explained that this would allow mechanical pool covers for in-ground pools instead of having the required 4’ fence. The Plan Commission recommended approval. First reading. J. ADJOURNMENT Motion to adjourn by Hornung at 6:44pm, seconded by Streetar. All ayes.
