Village of North Fond du Lac – BOARD OF TRUSTEES

A. ROLL CALL OF OFFICERS
Streetar called the meeting to order at 6:00 PM. Duffy, Streetar, Schaub, and Will present. Hornung
excused.

C. CITIZENS PARTICIPATION
1. Tim and Melanie Haas both spoke separately in favor of allowing a pool cover for in ground pools
instead of a fence.
D. ANNOUNCEMENTS
E. PUBLIC HEARING
1. The Board adjourned to public hearing at 6:01pm for proposed Ordinance-2026-02, an ordinance
amending 21.12(7)(g) swimming pool fences. President Streetar called for public comment 3 times,
hearing none, the Board adjourned from public hearing @ 6:02pm.
F. PRESIDENT’S BUSINESS AND STAFF REPORTS
1. Administrator Leonard and present Department Heads gave a summary of the weekly report along
with some updates from County Board members.
G. CONSENT AGENDA
1. Approve the minutes of the following Village Board Meeting: 03/02/2026.
2. Approve invoices and authorize checks to be drawn on the respective funds as indicated.
3. Approve the following operator license:
Jessica Boerst-Permanent-Station Prospect
1024 Wisconsin Ave.
North Fond du Lac, WI
Motion to approve by Will, second by Schaub. 4 ayes. Motion carried.
H. ADMINISTRATIVE
1. The Board discussed the 2025 Stormwater (MS4) Annual Report. Director Vis explained this needs
to be done annually to meet DNR requirements and the Village uses MSA to help complete this.
Will asked about the amount that MSA charges to do this and Vis stated that there are a lot of details
that MSA compiles for us that we don’t necessarily have time to do.
Motion to approve by Duffy, second by Schaub. 4 ayes. Motion carried.
2. The Board discussed awarding the proposal for the 2026 Sanitary Sewer Televising and Cleaning in
the Wastewater Utility. Vis explained the Village received 4 proposals to clean and televise 32,000
lineal feet of sanitary mains. Proposals ranged from $69,480 to $118,637.50 with the lowest
proposal by Green Bay Pipe and TV.
Motion to approve the proposal from Green Bay Pipe and TV in the amount of $69,480
by Schaub, second by Will. 4 ayes. Motion carried.
I. RESOLUTIONS
1. The Board discussed Resolution-05-2026, a resolution authorizing the opening of a Lockbox account
for the collection and payment of ambulance bills. Chief Flaherty explained that this was needed
with the move to PBS for our ambulance billing.
Motion to approve Resolution-05-2026 by Duffy, second by Streetar. 4 ayes. Motion
carried.
2. The Board discussed Resolution-06-2026, a resolution authorizing the submittal of an urban non-
point source (UNPS) construction grant application by the Village of North Fond du Lac and
subsequent provision of matching funds. Vis explained this was to apply for a grant to make a dry
pond on Harrison Street into a wet pond based on the recommendation by MSA as our stormwater
engineers.
Motion to approve Resolution-06-2026 by Schaub, second by Will. 4 ayes. Motion
carried.
J. ORDINANCE
1. The Board discussed Ordinance-2026-02, an ordinance amending 21.12(7)(g) swimming pool
fences. Leonard summarized this ordinance change would allow a pool cover meeting certain
guidelines in lieu of the 4’ fence requirement and the Plan Commission had recommended
approval.
Motion to approve Ordinance-2026-02 by Duffy, second by Schaub. Roll Call: Duffy-
yes, Streetar-yes, Schaub-yes, Will-yes. Motion carried.
