OFFICIAL MINUTES – MEETING OF June 1, 2026 Village of North Fond du Lac – BOARD OF TRUSTEES Board Present Staff Present Mike Streetar – President Nick Leonard- Administrator John Duffy- Trustee Jake Flaherty-EMS/Fire Chief Chuck Hornung- Trustee Mitch Vis-Director of Public Works Mike Will-Trustee Heather Wegner- Library Director Gary Schaub- Trustee- Excused A. ROLL CALL OF OFFICERS Streetar called the meeting to order at 6:00 PM. Duffy, Hornung, Streetar, and Will present. B. PLEDGE OF ALLEGIANCE C. CITIZENS PARTICIPATION D. ANNOUNCEMENTS E. PRESIDENTS BUSINESS AND STAFF REPORTS 1. Administrator Leonard and present Department Heads gave a summary of the weekly report along with some updates from County Board members. F. CONSENT AGENDA 1. Approve the minutes of the following Village Board Meetings: 05/18/2026 2. Approve invoices and authorize checks to be drawn on the respective funds as indicated. Motion to approve by Will, second by Hornung. 4 ayes. Motion carried. G. ADMINISTRATIVE 1. The Board and staff discussed painting the caboose at Yellowstone Trail Park. Leonard explained that they have struggled to find someone to paint the caboose at a reasonable rate. Trustee Will arranged for Duley Painting to meet with Leonard and Duley provided a proposal for the work. Duley had painted the engine in Lakeside Park previously. Leonard proposed approving the contract and an additional $1,800 to fix the windows. Leonard proposed up to $7,000 of Capital Funds for the project. Leonard also approached Outdoor Rec. to potentially fund the $5,200 and he is still waiting for a decision from them. Motion by Duffy to approve awarding the proposal to Duley Painting for $5,200 and authorizing up to a total of $7,000 for the project from the Parks Capital Fund. Second by Will. 4 ayes. Motion carried. H. UNFINISHED BUSINESS I. NEW BUSINESS J. CLOSED SESSION 1. Motion to go into closed session at 6:38 pm by Hornung, second by Duffy. Roll call: Duffy- yes, Hornung-yes, Streetar- yes, Will- yes. The Village Board may convene in executive session pursuant to Wis. Stats, Section 19.85 (e), regarding the deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting of other specified public business, whenever competitive or bargaining reasons require a closed session, specifically, discussion of emergency medical services billing vendor matters. After deliberating in closed session, the Board may move to reconvene in open session to take formal action on the preceding subject of closed session, if appropriate; or to conduct discussion or give  consideration where the subject is not appropriate for closed session consideration. The Board may adjourn in closed session’ Motion to adjourn by Hornung at 7:05 pm, seconded by Duffy. 4 ayes.
