CALL TO ORDER: The Chairman Called the Meeting to order.
MINUTES – The motion to approve the minutes of the February 8, 2018 meeting was
made by Mr. McGonigal and seconded by Ms. Braswell. Motion passed 4-0.
COMMUNICATIONS None
The secretary swore in those on the agenda. Mr. Moore explained that it takes three
votes for an affirmative vote. If the Vote is 2-2 the issue fails. He gave them an option to
postpone until the next meeting. No one asked to postpone.
B. VARIANCE #V08-18: Ms. Linda Martin has made application for a variance to
remove a tree in excess of the 24-inch caliper measurement that is protected by the
ordinance at 1965 24th Ave. North.
Mr. Blust explained that Ms. Martin had surgery and asked to postpone.
The Board granted her request.
C. VARIANCE #V09-18: Barefoot carwash has made application for a variance of 5
feet from the required 10 foot front perimeter landscape area required along highway 17
in the HC(Highway Commercial) district at 4410 Highway 17 South.
Mr. Moore recused himself from discussion due to the fact that he is an owner in this
project. Mr. Moore left the room.
Mr. Steve Taylor presented the request for the variance. This request is for the safety of
the people entering and leaving the business and the site lines on Highway 17. Due to the
irregular shape of the property and the structures adjacent to this building the line of sight
would be impeded by the landscape.
STAFF REPORT: Mr. Caldwell reported for the staff. He stated that the landscape
planned will meet the requirements for the project.
MOTION: The motion to grant the variance due to safety concerns and the irregular
shape of the lot was made by Ms. Lover and seconded by Mr. McGonigal. The motion
passed 3-0
D. VARIANCE #V10-18: Mr. Gunning Berry has made application for a variance to
remove 4 trees in excess of the 24-inch caliper measurement that are protected by the
ordinance at 303 Oak Lake Circle.
Mr. Chris Figura, builder for Mr. Berry presented his request. He stated that the trees that
are in question need to be removed to build the house. He is willing to replace as
required.
STAFF REPORT: Mr. Caldwell presented the report for the staff. He stated that this is
for three trees and not four after measuring again.
Ms. Lover asked for clarification.
Mr. Blust stated that the surveyor made a mistake measuring. The total is 56”
The Board discussed the issue. Mr. Moore called for a motion.
MOTION: Mr. McGonigal made the motion to grant the variance for the trees that are in
the footprint with a replacement value of 27 ½ “or payment into the tree bank. Motion
seconded by Ms. Braswell. The motion passed 4-0.
E. VARIANCE V11-18: Lennar Coastal Carolinas, LLC has made application for a
variance to clear-cut a property prior to obtaining building permits for development of the
property in the Phase II section of Seabrook Plantation abutting Lake Egret Drive.
Mary McGetrick representing the developer presented the request.
STAFF REPORT: Mr. Caldwell reported for the staff.
Public comment: There was a large contingency of residents from Seabrook specifically
Lake Egret Drive. Their HOA representative spoke against this because of the concern
for drainage and flooding problems.
After much discussion the applicant asked to Table this and have the opportunity to meet
with the homeowners and answer their concerns.
The Chairman called for a motion.

MOTION: The motion table this variance request was made by Mr. McGonigal and
seconded by Ms. Braswell. The motion passed 4-0.
The motion passed 4-0.
The meeting adjourned at 5:44 p.m.
