D. Approve the application by Las Mananitas for a Special Designated License on September 13, 2024 from 5:00
p.m. to 7:00 p.m. at the North Platte Community Playhouse, 301 East 5th Street for a Gala. (Pages 14-15)

F. Send the application of Robert Lantis as Liquor License Manager at NebraskaLand Days, Inc. located at 2801

G. Adopt the Resolution for Signing of the Municipal Annual Certification of Program Compliance 2024 and
authorize the Mayor to sign the Municipal Annual Certification of Program Compliance to Nebraska Board of

H. Authorize the Mayor to execute the purchase agreement for an excavator from NMC Caterpillar for the

2. Approve the North Platte Airport Authority’s 2024-2025 Preliminary Levy Allocation Resolution. (Pages 32-

3. Approve the selection of Industrial and Environmental Concepts in the amount of $1,526,251.71 for Anaerobic
Lagoon Liner work for the Industrial Wastewater Treatment Plant and authorize the Mayor to negotiate and
execute the contracts. (Brent Burklund, City Engineer)
4. Approve the Energy Efficiency and Conservation Block Grant Program (EECBG) grant agreement and authorize
the Mayor to sign all necessary documents between the Nebraska Department of Environment and Energy and
the City of North Platte. (Pages 44-61) (Judy Clark, Planning Administrator)
5. Action to adopt Ordinance No. 4169, repealing Ordinance No. 4162 directing and authorizing the conveyance of
Block 3, in Industrial Park 3rd Subdivision to North Platte, Lincoln County, Nebraska, passed and approved by
the City Council on March 5, 2024. (Pages 62-63) (Bill Troshynski, City Attorney)
6. Third reading and action to adopt Ordinance No. 4172 annexing Parcel ID #0054624.80 described as Block 2,
Glennfield’s Third Subdivision, Lincoln County, Nebraska, into the corporate limits of the City of North Platte,
Nebraska, consisting of approximately 9.96 acres. (Pages 64-66) (Judy Clark, Planning Administrator)
7. Second reading and action to adopt Ordinance No. 4165 to rezone certain land from an A-1 Transitional
agricultural District to a B-2 Commercial District located on South Buffalo Bill Avenue north of West State
Farm Road, consisting of approximately 2.59 acres. (Pages 67-72) (Judy Clark, Planning Administrator)
8. Adopt the Resolution approving claims and authorizing the issuance of one warrant to Myers Construction, Inc.
in the amount of $721,000.30, one warrant to Level, LLC in the amount of $459,384.35, one warrant to Steele’s
Roofing and Construction in the amount of $147,722.36, and one warrant to Simon Contractors in the amount of
$525,001.50 to pay approved claims and referring to and incorporating the terms and conditions of Ordinance
