MINUTES OF THE SPECIAL CITY COUNCIL MEETING September 10, 2024; 6:30 p.m. CALL TO ORDER A Special Meeting of the Council of the City of North Platte, Nebraska was convened in open and public session in the City Hall Council Chambers at 211 West 3rd Street. Present were Nisley, Tryon, Volz, Lucas, Garrick, Flanders, ROLL CALL Rieker, Woods. Mayor Brandon Kelliher presided and City Clerk Angela Gilbert recorded the proceedings. OPEN MEETINGS Mayor Kelliher stated that a current copy of the Open Meetings ACT Act of Nebraska is posted on the wall at the back of the Council Chambers. Notice of the meeting was given in advance thereof by posting in three public places in the City as follows: North Platte Public Library, Lincoln County Courthouse, City Hall Office, the designated method for giving notice (certificate of posting), being attached to these minutes. Proceedings hereafter shown were taken while the meeting was open to the attendance of the public. ITEM #1 Mayor Kelliher declared a Public hearing on the Resolution PUBLIC HEARING setting the property tax rate for fiscal year 2024-2025. TO SET THE PROPERTY TAX No one appeared. RATE FOR 2024-2025 Garrick moved and Rieker seconded the motion to close the Public hearing. Roll call vote: "AYE": Nisley, Tryon, Volz, Lucas, Garrick, Flanders, Rieker, Woods. "NAY": None. Motion carried. ITEM #2 Garrick moved and Volz seconded the motion to adopt the APPROVE ADD’L Resolution to approve an additional one percent Budget 1% BUDGET Authority for fiscal year 2024-2025. Roll call vote: "AYE": AUTHORITY FOR Nisley, Tryon, Volz, Lucas, Garrick, Flanders, Rieker, Woods. 2024-2025 "NAY": None. Motion carried. Rieker moved and Lucas seconded the motion to waive the three ITEM #3 APPROVE readings and approve Ordinance No. 4175 to adopt the budget ORDINANCE 4175 statement and to appropriate City monies for fiscal year 2024- TO ADOPT THE 2025. Mayor Kelliher instructed Ordinance No. 4175 to be read 2024-2025 BUDGET by title one time only. Roll call vote: "AYE": Nisley, Tryon, Volz, Lucas, Garrick, Flanders, Rieker, Woods. "NAY": None. Motion carried. 1 ITEM #4 Garrick moved and Flanders seconded the motion to adopt the SET THE PROPERTY Resolution setting the property tax rate for fiscal year 2024- TAX RATE FOR 2025. Roll call vote: "AYE": Nisley, Tryon, Volz, Lucas, 2024-2025 Garrick, Flanders, Rieker, Woods. "NAY": None. Motion carried. ITEM #5 Rieker moved and Nisley seconded the motion to waive the three APPROVE readings and approve Ordinance No. 4176 approving North ORDINANCE 4176 Platte’s Electric Rates to be effective October 1, 2024. Mayor ELECTRIC RATES Kelliher instructed Ordinance No. 4176 to be read by title one TO BE EFFECTIVE time only. Roll call vote: "AYE": Nisley, Tryon, Volz, Lucas, 10-01-24 Garrick, Flanders, Rieker, Woods. "NAY": None. Motion carried. Garrick moved and Rieker seconded the motion to waive the ITEM #6 three readings and approve Ordinance No. 4177 to adopt the APPROVE salary schedule for fiscal year 2024-2025. Mayor Kelliher ORDINANCE 4177 SALARIES FOR instructed Ordinance No. 4177 to be read by title one time only. 2024-2025 Roll call vote: "AYE": Nisley, Tryon, Volz, Lucas, Garrick, Flanders, Rieker, Woods. "NAY": None. Motion carried. ITEM #7 Mayor Kelliher instructed Ordinance 4165 rezoning land from an APPROVE A-1 Transitional agricultural District to a B-2 Commercial ORDINANCE 4165 District on South Buffalo Bill Ave. north of West State Farm ON 3RD READING Rd., consisting of approx. 2.59 acres to be read by title on its third reading. Rieker moved and Garrick seconded the motion to approve Ordinance No. 4165 on its third reading. Roll call vote: "AYE": Nisley, Volz, Garrick, Flanders, Rieker. "NAY": Tryon, Woods. “ABSTAIN”: Lucas.
