MINUTES OF THE MEETING OF THE NORTH PLATTE PLANNING COMMISSION HELD ON THE 27 th DAY OF DECEMBER 2022 IN THE CITY HALL COUNCIL CHAMBERS. MEMBERS PRESENT: David Fudge, Jeff Bain, Emily Wurl, Kathleen Matthews, Nelson Jett, Chance Schilling, Angie Forbes, Don Weber MEMBERS ABSENT: Lee Davies STAFF MEMBERS PRESENT: Judy Clark, Planning Administrator; Michelle Bain, Recording Secretary; Bill Troshynski, City Attorney Notice of the meeting was given in advance thereof, by posting in at least three places in the City as follows: North Platte Public Library, Lincoln County Courthouse, and City Hall offices. Notice of the meeting was given to the Chairman and all members of the Planning Commission. Availability of the agenda was communicated in the advance notice and in the notice to the Chairman and members of the Commission. All proceedings thereafter shown were taken while the convened meeting was open to the attendance of the public. Chair Fudge called the meeting to order at 5:30 p.m. and stated a current copy of the open meetings act of Nebraska is posted at the back of the Council Chambers. 2. Wurl moved and Forbes seconded the motion to approve the amended minutes of the meeting held November 22, 2022. Voting Aye: Fudge, Bain, Wurl, Schilling, Matthews, Jett, Forbes, Weber. Voting Nay: None. Absent: Davies. Motion carried. 3. Public Hearing File No. CU22-005 Discuss and consider action on an application by Merlin and Kelle Dikeman for a conditional use permit to allow an RV park with night watchman quarters located at 3501 South Willow Street in a B-2 Highway Commercial District and described as Lot 4 Sioux Meadows 3rd Addition to North Platte, Nebraska. Chair Fudge opened the public hearing. Judy stated that the applicant is looking to construct a 50’ x 80’ building with night watchman quarters and an RV park with 8 camping spots. Four of the campers will be privately owned and four spaces would be available for individual RV/camping space. The property is close to Interstate 80 and Highway 83 as well as commercial businesses. Planning Staff has no objections to the conditional use application; however, the applicant needs to be aware that RV Parks must adhere to the City of North Platte Code of Ordinances Section 156.312 Recreation Vehicle Park Development Regulations. If the application is approved, prior to construction the applicant will be required to submit a site plan completed by a professional architect, surveyor or engineer to ensure the regulations in Section 156.312 are met. Planning Staff suggests that Planning Commission add this requirement to the conditional use approval. The property is currently vacant and is zoned as a B-2 Highway Commercial District. Using the property as a small RV park should not be a detriment to the surrounding commercial properties. Bain moved and Weber seconded the motion to close the public hearing. Voting Aye: Fudge, Bain, Wurl, Schilling, Matthews, Jett, Forbes, Weber. Voting Nay: None. Absent: Davies. Motion carried. Matthews stated that she raised a question earlier to Judy regarding (factual findings) #2 adequate water and drainage facilities. She wonders if each unit be provided all of those things. Would it be a hindrance to a long term stay? Judy explained Section 156.312 Recreation Vehicle Park Development Regulations has what is required for hookups etc. Matthews asked if the park expanding it larger would change the Conditional Use Permit. Judy explained they would have to amend their original Conditional Use Permit. They probably would not be able to expand it much anyway. North Platte Planning December 27, 2022 Page - 2 Chair Fudge asked about an ingress and egress plan. Judy stated that is why she suggests the stipulation about the professional site plan. There may or may not even be enough room for the eight stalls there. The site plan would be up to staff to approve. It is not always required prior to the Planning Commission meeting because of cost. Chair Fudge is concerned about factual finding #4 which states the use shall in all other respects conform to the applicable regulations of the district in which it is located. He wonders what other regulations need to be followed besides B-2 Commercial Highway regulations. Also, he wonders how far they are set back from Willow Street. Judy explained that setbacks, parking, etc. will be covered in the RV Park Development. Merlin Dikeman, 2502 Cedarberry Lane, was present and explained on the grid of the submitted site plan, each square is 10 feet so he believes the setback is about 30’. He explained where the ingress and egress would be. Wurl moved and Jett seconded the motion to find the request for a conditional use permit to allow an RV park with night watchman quarters located at 3501 South Willow Street, meets the minimum standards stated in the North Platte Code of Ordinances Section 156.322 and approve and grant the conditional use permit requested with the condition that all elements of the application are complied with and with the following condition: A site plan completed by a professional architect, surveyor or engineer be submitted to the Planning and Building Departments to ensure the regulations in Section 156.312 of the City of North Platte Code of Ordinances are met prior to construction, based on the following factual findings: 1. The use shall conform to all applicable ordinances, laws and regulations of any governmental jurisdiction. 2. The use shall have adequate water, sewer, and drainage facilities. 3. Ingress and egress shall be so designated as to minimize traffic congestion in the public streets. 4. The use shall in all other respects conform to the applicable regulations of the district in which it is located 5. The use shall be in harmony with the character of the area and the most appropriate use of the land Voting Aye: Fudge, Bain, Wurl, Schilling, Matthews, Davies, Jett, Forbes, Weber. Voting Nay: None. Absent: Davies. Motion carried. 4. Old Business. There was no old business to be discussed. 5. New Business. Judy explained that the City contracted with a consultant to update the Housing Study, County wide. They will help with the affordable housing action plan the State of Nebraska requires the city to have. The consultant will probably meet with this group at some point. Additionally, the city sent out request for proposals for a Comprehensive Plan Update. The County will update theirs as well. She may ask a couple of Planning Commission members to sit on a selection committee. 6. Adjourn.
