MINUTES OF THE MEETING OF THE NORTH PLATTE PLANNING COMMISSION HELD ON THE 24 th DAY OF JANUARY 2023 IN THE CITY HALL COUNCIL CHAMBERS. MEMBERS PRESENT: David Fudge, Jeff Bain, Emily Wurl, Kathleen Matthews, Chance Schilling, Don Weber, Angie Forbes MEMBERS ABSENT: Nelson Jett, Lee Davies STAFF MEMBERS PRESENT: Judy Clark, Planning Administrator; Michelle Bain, Recording Secretary STAFF MEMBER ABSENT: Bill Troshynski, City Attorney Notice of the meeting was given in advance thereof, by posting in at least three places in the City as follows: North Platte Public Library, Lincoln County Courthouse, and City Hall offices. Notice of the meeting was given to the Chairman and all members of the Planning Commission. Availability of the agenda was communicated in the advance notice and in the notice to the Chairman and members of the Commission. All proceedings thereafter shown were taken while the convened meeting was open to the attendance of the public. Chair Fudge called the meeting to order at 5:30 p.m. and stated a current copy of the open meetings act of Nebraska is posted at the back of the Council Chambers. 2. Bain moved and Weber seconded the motion to approve the amended minutes of the meeting held December 27, 2022. Voting Aye: Fudge, Bain, Wurl, Schilling, Matthews, Forbes, Weber. Voting Nay: None. Absent: Davies, Jett. Motion carried. 3. File No. SU23-001 Discuss and consider action on an application by TKD Properties, LCCS for Iron Trail First Replat located at 4305-4425 Twin Rivers Road in an I-1 Light Industrial District on property described as Lot 1, Iron Trail First Subdivision, North Platte, Lincoln County, Nebraska. Judy explained that the replat will subdivide 1 lot into 7 lots, all with existing structures. There is not individual access to each lot so a blanket utility and access easement as shown under Note 6 on the subdivision plat will be placed on the entire property, excluding the existing buildings, to allow access and utilities to be extended to each of the lots. Bain questioned why it was not subdivided prior to buildings being built. Judy explained that the developer at the time said those buildings would be leased instead of sold and they are requesting to purchase lots now. Matthews moved and Bain seconded the motion to approve File No. SU23-001 for preliminary and final approval of Iron Trail First Replat. Voting Aye: Fudge, Bain, Wurl, Schilling, Matthews, Forbes, Weber. Voting Nay: None. Absent: Davies, Jett. Motion carried. 4. Discuss minor changes to recently updated residential zoning regulations. Judy explained that approved residential zoning changes had minor errors. She asked if Planning Commission wants to see them before holding a public hearing or just bring them forward as public hearing. Consensus was to hold a public hearing next month. 5. Election of Officers. Weber moved and Bain seconded the motion that the current slate of officers be kept for the next term. Voting Aye: Fudge, Bain, Wurl, Schilling, Matthews, Forbes, Weber. Voting Nay: None. Absent: Davies, Jett. Motion carried. Officers remain: Chair: David Fudge, Vice-Chair/Secretary: Nelson Jett. North Platte Planning January 24, 2023 Page - 2 Chair Fudge asked about having a discussion regarding a secretary. Judy explained the by-laws would have to be changed. If both the Chair and Vice-Chair Secretary are absent, they can elect chair pro tem for a particular meeting. Chair Fudge asked the members to think about it and discuss it under old business next month. 6. Old Business. There was no old business to be discussed. 7. New Business. Presentation and Discussion of the 1 and 6 Year Road Plan. Brent Burklund, City Engineer, was present and highlighted the 1 & 6 Year Road Plan. Judy asked for volunteers from the Planning Commission to participate on the steering committees for the Housing Study and the Comprehensive Plan. Bain offered to help with the housing study, Matthews offered to help with the Comprehensive Plan and Fudge offered to help out as well. 8. Adjourn.
