Call to Order and Approval of Agenda A motion was made by Board Member Jasnoch, seconded by Board Member Gasior, to approve the agenda. The motion carried by the following vote: Yes: 4- Chair Schulte, Board Member Balster, Board Member Gasior and Board Member Jasnoch II. Public Hearing City Planner Scott Tempel went over the staff report and explained why the variances requested should be granted. He explained how the comprehensive plan supported these variances for Sterling Drugstore. Jasnoch raised a question regarding the frontage of Sterling Drug’s lot. He was curious if this variance was even necessary. Discussion was held by Tempel on the drive-through access on Division and 7th St. John Pope, Civil Engineer, ISG, Inc. approached the podium and discussed how 6 different drive-through versions were created and felt the concept they presented to the City will function the best and better serve the customers of Sterling Drug. Jasnoch asked how many parking spaces would be lost from the parking lot due to the drive-through being added and thought a one way parking configuration should be designed. Gasior asked if there will be a raised barrier to help direct the drive-through traffic. Jasnoch stated he is comfortable with staff making the final resolution on the parking lot, so traffic flow is better than currently proposed. Tempel stated a fourth condition could be added to the resolution regarding traffic flow. Jasnoch proposed staff and the applicant configure a one directional traffic flow to allow for better safety and flow of the parking lot. Chair Schulte reiterated the additional amendment the Zoning Board would like to add to the resolution. It read, “The applicant with city staff shall examine the traffic flow in the parking creating a one way or one directional flow through the parking lot through striping or other creating a more sensible, pedestrian friendly, and vehicular friendly parking lot.” A motion was made by Board Member Gasior, seconded by Board Member Balster, to close the public hearing. The motion carried by the following vote: Yes: 4 - Chair Schulte, Board Member Balster, Board Member Gasior and Board Member Jasnoch III. Adjournment A motion was made by Board Member Gasior, seconded by Board Member Jasnoch, to adjourn the meeting at 7:55 PM.
