JOURNAL OF THE COUNCIL OF THE CITY OF NORWICH DECEMBER 3, 2013 The organization meeting of the Council elected November 5, 2013 was held December 3, 2013, at 7:30 PM in Council Chambers. The opening prayer was lead by Reverend Sara Ofner-Seals, Mayor- Elect Deberey Hinchey led the members in the Pledge of Allegiance and Donna Ralston sang the National Anthem. The meeting was called to order by City Clerk Betsy Barrett. City Clerk Barrett administered the oath of office to Mayor Hinchey for a term of December 3, 2013 to December 4, 2017. City Clerk Barrett then administered the oath of office to Councilpersons Desaulniers, Noblick, Wilson, Eyberse, Bettencourt, and Nash for terms of December 3, 2013 to December 7, 2015. Upon motion of Ald. Noblick, seconded by Ald. Nash, it was unanimously voted to adopt the following resolution introduced by Mayor Hinchey: RESOLVED, that Pete Desaulniers, be, and hereby is, appointed Council President Pro Tempore of the Council of the City of Norwich for a term to expire December 7 , 2015. Upon motion of Ald. Bettencourt, seconded by Ald. Noblick, it was unanimously voted to adopt the following resolution introduced by Mayor Hinchey: RESOLVED, that Betsy Barrett, be, and hereby is, appointed Town and City Clerk of Norwich for a term to expire December 7, 2015. Upon motion of Ald. Noblick, seconded by Ald. Nash, it was unanimously voted to adopt the following resolution introduced by Mayor Hinchey: RESOLVED, that Michael E. Driscoll, Esq., be, and hereby is, appointed Corporation Counsel for the City of Norwich for a term to expire December 7 , 2015 Upon motion of Ald. Bettencourt, seconded by Ald. RESOLVED, that the council members listed below, be, and hereby are, appointed to the Public Works and Capital Improvements Committee for a term to expire December 7, 2015. 1. Ald. Sofee Noblick (R) 2. Ald. William Eyberse (D) 3. Ald. Pete Desaulniers (D) Mayor Hinchey appointed the following Council members to the Public Safety Committee. RESOLVED, that the council members listed below, be, and hereby are, appointed to the Public Safety Committee for a term to expire December 7, 2015. 1. Ald. Noblick (R) 2. Mark M. Bettencourt (D) 3. Ald. William Nash (R) Mayor Hinchey yielded the floor to Senator Blumenthal and Lieutenant Governor Wyman. Senator Blumenthal congratulated Mayor Hinchey on her becoming the first women Mayor of Norwich and wished her the best in this endeavor. He thanked the men and women in uniform for their dedication, service and sacrifice. He stated that the Council should work together for the common good of all the citizens of Norwich. Lieutenant Governor Wyman also congratulated Mayor Hinchey on her accomplishment and wished her all the best. She also thanked the men and women in uniform, the Council, and elected officials. Mayor Hinchey thanked Senator Blumenthal, Lieutenant Governor, and the uniformed personnel, past Mayors and elected officials and looks forward to working with them in the future. She thanked her family, supporters, city employees, and the new Council conveying her vision with an emphasis on working together for the betterment of the City. She also thanked the voters stating the second meeting of the month will begin at 6:30 pm with an open forum. There being no further business, City Clerk Barrett invited the public to a reception in honor of the Mayor and City Council members. Upon motion of Ald. Noblick, seconded by Ald. Nash, it was unanimously voted to adjourn at 8:15 P.M. City Clerk 10
