JOURNAL OF THE COUNCIL OF THE CITY OF NORWICH APRIL 16, 2020
The first Public Hearing for the 2020-2021 fiscal year was held April 16, 2020 at 7:30 PM in Council
Chambers. Present: Mayor Nystrom, President Pro Tem Bettencourt, Alderman Gould, Nash, Wilson,
Myles (via phone), and DeLucia. City Manager Salomone and Corporation Counsel Michael Driscoll
were also in attendance.
Please be advised that meetings of the Norwich City Council can be viewed in their
entirety on the City of Norwich website “norwichct.org”.
Mayor Nystrom opened the Public Hearing.
Joanne Philbrick, Elm Ave, she stated the budget is not easy to access.
Jeff Blinderman, 35 Greenwich Ct, advocated for a full time position in the Recreation Department.
John Blackburn, 15 Alice St, talked about the school busses not running and take it off the taxes.
Valerie Gambrell, 73 Allen Ave, talked about the fire tax in the CCD being too high and it should be
spread throughout Norwich to make it fair for everyone.
Rose Fratoni, 67 N B St, asked for the call-in phone number to be visible.

Mayor Nystrom closed the Public Hearing.
Upon a motion of Ald. Gould, seconded by Ald. Wilson, it was unanimously voted (on a voice vote) to
adjourned the meeting at 8:05 pm.
