JOURNAL OF THE COUNCIL OF THE CITY OF NORWICH APRIL 15, 2021
The second Public Hearing for the 2021-2022 fiscal year was held April 15, 2021 at 7:30 PM in
Council Chambers. Present: Mayor Nystrom, President Pro Tem Bettencourt, Alderman Gould,
Wilson, and DeLucia. City Manager Salomone and Corporation Counsel Michael Driscoll were also in
attendance.
Please be advised that meetings of the Norwich City Council can be viewed in their
entirety on the City of Norwich website “norwichct.org”.
Mayor Nystrom opened the Public Hearing.
Marvin Serruto, 100 Starr St, talked about the high percentage of the budget money that is being
allocated to the Board of Education. He also stated there needs to be a better and more efficient way
to keep the budget down.
Larry Rice, Will Rd, thanked the Council for their work. He stated that people have suffered because
of the pandemic and asked the Council to make this budget right to help the taxpayers in Norwich. He
stated that many taxpayers won’t be able to afford a tax increase.
Rodney Bowie, 62 Roosevelt Ave, spoke against the school budget increase and asked to keep the
school budget low so taxes can stay low.
Mayor Nystrom closed the Public Hearing at 7:40 pm
