PUBLIC SAFETY COMMITTEE MINUTES Regular Meeting via ZOOM App Wednesday April 14, 2021 7:00 PM Committee Members Present: Alderman Mark Bettencourt, Alderman Joseph DeLucia and Alderman William Nash. Committee Members Absent: None. Administration and Staff Present: Mayor Peter Nystrom, City Manager John Salomone and Alderwoman Stacy Gould, City of Norwich; Eric McDermott, Norwich Public Utilities; and Chief Patrick Daly, Norwich Police Department. Volunteer/Central Fire Departments and Others: Norwich: Chief Tracy Montoya; East Great Plain: Deputy Chief Jerry Verant; Laurel Hill: None; Occum: Deputy Chief Scott Egert; Yantic: Chief Bill Eyberse and Taftville: Chief Timothy Jencks. Citizens Present: None. I. Call to Order and Quorum: Alderman DeLucia called the meeting to order at 7:02 PM. There was a quorum present. II. Adoption of Previous Meeting Minutes: Alderman Nash made a motion to approve the March 10, 2021 meeting minutes. Alderman Bettencourt seconded. All in favor. Motion passed unanimously. III. Citizen Comment: Alderwoman Stacy Gould of 1 Meadow Lane thanked former Chief Frank Blanchard for 20 years of dedicated service to the Yantic Fire department and congratulated Chief Bill Eyberse on his new position. Alderwoman Gould also wished Chief Carroll Spaulding good health and good luck to Scott Egert good luck while he filled in. IV. Old Business: a. COVID-19 Update: City Manager John Salomone reported that the city was hovering at about 25 infections per 100,000 people, which was an increase from the City’s low point but there had not been an increase post the holiday season. City Manager Salomone stated that the council had been meeting in chambers but not the individual boards and commissions due to the room sizes. City Manager Salomone stated that city hall hoped to return to normal functions the first or second week of May due to the increased availability of vaccinations. City Manager Salomone noted the city had also begun slowly expanding recreational activities. b. Fire Service Monthly Report Process: Alderman DeLucia stated the new report process was going well and should help expedite the meeting  process. V. New Business: a. CM’s Proposed Budget Feedback: Alderman DeLucia stated the City Manager’s proposed budget had been sent out and he wished to hear from members outside of the hearing. Alderman DeLucia stated the item would remain on the agenda as the budget would not be voted on until June. b. Department Updates: i. NPU Update: Eric McDermott reported NPU moved to phase 2 of their return to work plan with all operations personnel back to normal and work office staff still working from home. Eric McDermott stated that the NPU customer service centers were open for appointments and that their leadership staff meet daily. Eric McDermott reported a recent uptick in COVID cases among NPU staff but their workforce was unaffected. Eric McDermott stated their PPE was level sufficient that employees continued to receive vaccinations. Eric McDermott reported that the reservoirs were at full pond and that in March there was a break in the 8 inch main that feeds the East side from 8th Street. Eric McDermotted stated that the main would be shut down while NPU worked with the railroad to schedule a repair as the main is underneath the tracks. Eric McDermott stated the repair should be complete by the end of May and that the 8 inch main that feeds the East side from Route 2 is still online. Eric McDermott stated that water pressure would not be affected but that volume could be a concern during emergencies so NPU was currently conducting flow testing and working with Chief Montoya who has put a contingency plan in place. ii. American Ambulance: Robert Rautio provided the following digital report: In March 2021 we responded to 598 emergencies, 224 ALS and 374 BLS, which is down significantly from our historical March numbers. Our staff continues to receive vaccinations and as of this writing we have nearly 80 providers who are fully vaccinated. We are actively engaged with the Community Care Team and SMHA trying to connect several residents with appropriate local services to meet their needs. We have no staff currently out of work due to COVID-19. iii. Police Department Update: Chief Patrick Daly reported 1 COVID case which put their total cases at 9 since the start of the pandemic. Chief Daly stated the NPD continued to assist at food distribution and vaccine sites. Chief Daly stated NPD was also assisting in preparations for the FEMA vaccination trailer that would be coming to the city in May. Chief Daly reported that NPD would likely open the station in unification with city hall. Chief Daly reported three new officers in field training, two in the academy, and that a few officers had moved on from the department. iv. Emergency Management Update: Chief Tracy Montoya reported  that grant funding was secured for secondary EOC, currently located in a training room at fire headquarters. Chief Montoya stated he had received quotes for computers, phone drops and wiring needed to outfit the training room as a secondary EOC. Chief Montoya explained that the secondary location would not replace the primary EOC, provided by NPU, but would be used to augment the primary EOC in a chance of a large scale incident or would be used in place of the primary EOC in a lesser activation where fewer agencies would be involved. Chief Montoya reported that he and Lieutenant Kannas met with CERT leadership on expanding their role and bringing them back onboard after COVID. Chief Montoya stated that the FEMA mobile vaccination unit was scheduled to visit Norwich on May 5th and 6th in the Saint Mary’s Church parking lot to host a two day clinical site, with involvement from the state and Uncas Health District. v. Fire Department Updates: ● Norwich: Chief Tracy Montoya reported that fire marshals had recently been busy with an uptick of various brush fires as well as gas calls and that NFD was working with NPU to determine a cause. Chief Montoya reported other significant responses included a house fire at 24 Otis Street, a vehicle fire at 92 Stonington Road and a vehicle into a building at 46 Rockwell Street. Chief Montoya noted that the Squad A replacement was cut from the original budget but was still a critical need and that he had submitted an AFG request for its replacement. Chief Montoya reported that recently radio surveys have begun to recognize holes in Norwich’s radio system. Chief Montoya stated the Director of Safety and Training position was offered to an external candidate who would be starting on the 26th. Chief Montoya reported that the two recruits in the fire academy were entering the 10th week of the program and that graduation was scheduled for May 26th. Chief Montoya stated that both fire stations remained closed to the public and that the small parking lot project was scheduled to begin in May. Chief Montoya reported that outside training instructors had worked at the station following COVID guidelines and protocols. Training outside instructors have come in following COVID guidelines and protocols. Chief Montoya reported that in accordance with new vaccinations and CDC changes NFD released its own set of updated guidelines. See attached addendum - incident statistics report. ● Taftville: Chief Timothy Jencks reported that one member was in quarantine after returning from vacation with another member possibly exposed at work but their positive case number still remained at one. Chief Jencks reported that Taftville’s PPE level was sufficient and that they had resumed in-person training at the station with stringent guidelines. Chief Jencks stated Taftville would  also follow the lead of city hall for reopening business meetings. Chief Jencks reported Taftville was working with the city finance department to get the telephone poles removed from the middle of their parking lot and to get the lights removed and returned to the basketball court. Chief Jencks reported that Taftville responded to a small fire on the roof of the Ponemah Mill complex that was quickly resolved as well as an uptick in gas calls. Chief Jencks also noted several recent social service referrals made in regards to healthcare. See attached addendum - incident statistics report. ● Yantic: Chief Bill Eyberse reported no new covid exposures with one new member gained from the Marine core and another member lost to the Marine core. Chief Eyeberse stated Yantic would be ramping up in person training that month and toward the end of month they would start online training through Careercert. Chief Eyberse reported that the gear extractor had been installed and they were working to get membership trained. Chief Eyberse stated Yantic had 800 portables at the station and would start testing immediately. See attached addendum - incident statistics report. ● Occum: Deputy Chief Scott Egert reported no COVID exposures or quarantine in the past month and noted a decrease in call over the last few months. Deputy Chief Egert reported the replacement of Engine 41 as a critical need and that Occum had started in person training at the beginning of March. Deputy Chief Egert reported that the station had received a new bulkhead door, hose testing and updated heating. Deputy Chief Egert reported they successfully moved Occum’s blood testing to PhsyicianOne which was much more accessible for members and more compliant with NFPA standards. Deputy Chief Egert stated Occum had two portables from Chief Montoya and would conduct radio testing over the weekend to find dead zones. See attached addendum - incident statistics report. ● East Great Plain: Deputy Chief Jerry Verant reported 60 incidents for the past month and no COVID impacts with several members fully vaccinated and more signing up. Deputy Chief Verant stated two members were attending Firefighter 1 courses and that EGP had begun in-person training while maintaining COVID guidelines and utilizing the outdoors as much as possible. Chief Deputy Verant reported the asbestos abatement and renovations at the firehouse were ongoing and that EGP would also be conducting radio surveys in the area. Discussion on the Automatic Response Recommendation: Alderman DeLucia noted that a couple of recommendations were made in the 1 and 2 priority levels that referred to structure fires in where NFD would respond to the TCD town or volunteer district  where the incident was occurring and there would also be an automatic aide response from the volunteer department into the CCD for the same reported structure fire. Alderman DeLucia stated he hoped in a continued discussion that the city manager and six chiefs could get together to work on a recommendation or draft plan on how the specific recommendations could be implemented. Chief Jencks discussed the issues with the existing radio system and the need to focus on the project. Alderman DeLucia discussed working on more than one action item at a time and noted the high priority number put on both recommendations by the consultant. Discussion ensued. Chief Montoya stated dispatch should be involved in conversations regarding automatic response recommendations so that the adjustments can be made in a productive way. Alderman Bettencourt agreed. Discussion ensued on chiefs reviewing the recommendations and having counsel meetings with the city manager. VI. Public Safety items for future discussion: CM’s Proposed Budget Feedback VII. Response data: Are there any questions on the Incident data previously reported? 2. Significant responses: Fire Marshals were busy with a number brush fires that caused property damage. There has also been an uptick in gas related calls. - 24 Otis St. house fire. - 92 Stonington Rd. vehicle fire. - 46 Rockwell St. vehicle into a building. 3. Critical Needs: - Replacement of Squad A. It was cut from our proposed budget. We have submitted an AFG request for a replacement. - Radio survey: NFD and VFDs are using Emergency Management portable radios to conduct area surveys to see where dead spots are and what communication issues we will face if we switch to the Statewide Radio system. Preliminary tests are going very well for outside communications. 4. Staffing: - Acting Director of Training and Safety retired at the beginning of this month. I have made a conditional offer to an outside candidate. Tentative start date is 26APR. - LT promotion process is in its final stages, an announcement is pending. - 2 recruits are in their 10th week of the CFA Recruit program. Instructor reports are that both candidates are performing exceptionally. Scheduled graduation is 26MAY. 5. Facilities: - Both stations remain closed to the public. - Parking lot project scheduled for MAY. 6. Training: Company training continues. All training is being conducted with COVID safe precautions. - First round of Confined Space Rescue Technician Course was completed with 12 NFD personnel being certified CSR Tech. Next iteration is scheduled for June. - Upcoming Vehicle Rescue Training dates have been finalized and will begin later this month. This training is for all personnel and was secured through an AFG program. - Battalion Chief Benjamin completed and passed his certification as Fire Investigator. 7. COVID-19: - NFD guidelines were modified with consideration to updated CDC, State, and local guidelines, as well as to reflect the current level of members fully vaccinated. We will make future adjustments as necessary to best protect the members and mission of the Norwich Fire Department. - We continue taking extra precautions around stations and during incidents. To date there have been 14 known positive COVID cases in staff, all have returned to work with no issues. Emergency Management 1. Funds were previously approved for communications, computer networks, physical space needs to provide a secondary EOC at FD HQ. We will be working with MIS to move forward on this project. Bids will be submitted to DEMHS for approval. 2. We met with CERT to expand their role in EM building and equipment monitoring, as well as participation in community events as COVID restrictions are relaxed across the State. 3. Planning continues to host the FEMA Mobile Vaccine Unit. Scheduled dates are 5/6MAY, utilizing St. Mary’s Church (70 Central Ave.) parking lot.
