JOURNAL OF THE COUNCIL OF THE CITY OF NORWICH MAY 8, 2023
The Second Public Hearing for the 2023-2024 fiscal year budget was held May 8, 2023 at 7:30 PM in
Council Chambers. Present: Mayor Nystrom, President Pro Tem DeLucia, Ald. Neuendorf, Gould,
Singh, and Burto. City Manager Salomone and Corporation Counsel Michael Driscoll were also in
attendance.
Please be advised that meetings of the Norwich City Council can be viewed in their
entirety on the City of Norwich website “norwichct.org”.
Mayor Nystrom opened the Public Hearing.
William Blake, 169 Corning Rd., spoke with deep concern about the Auto Aid Policy that is in effect
with the CCD paying the additional tax to cover the paid Fire Department that is now responding to
the TCD and no additional taxes are being paid the TCD. He wants something to be done to make this
a fair practice.
Joanne Philbrick, 10 Elm Ave., questioned why the public doesn’t show up to these meetings. She
expressed her observation of the poverty, desperation and deprivation of the people around town.
The taxes are too high something needs to change.
Rodney Bowie, 62 Roosevelt Ave., commented that maybe the reason people don’t come to these
meetings is because the Council doesn’t listen. The people’s pockets are empty.
John Blackburn, 15 Alice St., stated that the taxes are too high. He requested that whatever can be
done to get the taxes down would be helpful especially for the elderly
Mayor Nystrom closed the Public Hearing at 7:45 pm
