C P : David Rutherford, Joanne Philbrick and Bonnie Malis ewski. I. C O Q : President Pro Tem DeLucia called the meeting to order at 7:00 PM. There was a quorum present. II. A P M M : Alderwoman Stac Gould made a motion to accept the April 12, 2023 regular meeting minutes, with some minor corrections. Alderwoman Trace Burto seconded. All voted in favor. The motion passed unanimousl . IV. C C : David Rutherford of 4 Elm Avenue discussed his concerns with speeding on Elm Avenue and issues with traffic conditions in regards to driving and walking in the area. David Rutherford stated there had not been an improvement to these conditions even after previous complaints had been made. David Rutherford stated there were man wrong-wa drivers on the road each week in addition to trucks making U-turns that damage lawns. David Rutherford suggested installing removable speed bumps as a simple, cost effective option so that the can be removed prior to snow plow season. David Rutherford discussed the need to address speeding cit wide and suggested putting an additional crosswalk on East Town Street to assist people walking in the area. Bonnie Malis ewski of 16 South A Street stated that she is part of the Taftville Crime Watch group for man ears and over the past ear discussion has focused on left tires parked against the sidewalk curbs. Bonnie Malis ewski stated there were currentl people in her neighborhood parking in this wa . Bonnie Malis ewski stated there had not been a Norwich police officer in attendance at the Crime Watch meeting in some time and she had witnessed police passing cars parked incorrectl without ticketing them. Bonnie Malis ewski continued that cars parked this wa block the view of traffic and sometimes block the fire department parking lot. Bonnie Malis ewski questioned wh the law was not being enforced. Joanne Philbrick of 10 Elm Avenue stated she no longer felt safe in her communit due to the current state of drivers. Joanne Philbrick noted a lack of active police presence on cit streets over recent ears and stated she often saw police vehicles speeding. Joanne Philbrick discussed various concerns regarding reckless driving occurrences and expressed her concern for those abiding driving laws. Joanne Philbrick stated she understood that more serious crimes occur but felt that enforcing driving laws was still a part of the police department s job. Joanne Philbrick stated she was in a minor vehicle accident recentl and when she spoke to the records department to acquire a report she was told there was not one on file. C M R F C M : President Pro Tem DeLucia stated he heard the chiefs met within the last few da s and that he had not et received a report from the Cit Manager, who was attending a conference. . D &R S U U : Chief Monto a reported the mobile installation started that past week with two staff R vehicles done and one apparatus almost complete. Chief Monto a stated that once the vendor was finished at NFD the would progress to Taftville and the other departments. Chief Monto a reported that in regards to the CAD project the server at the police department was put into operation and AF the were transitioning from the cloud to the server which caused a stop to all provisioning operations as those could not occur during the transition. Chief Monto a stated he had not heard back if the transition was complete so that provisioning could begin again. Chief Monto a stated the portable radios for all departments had been delivered that da and once the inventor and serial numbers were processed the would be distributed. President Pro Tem DeLucia asked if although it is run off a local server if the data would be stored via the cloud. Chief Dale responded it would and the tried to sign into the server earlier that da to send out notifications, but it was a work in progress. . T E U : Chief Patrick Dale reported that the D past enforcement was concentrated on main thoroughfares for cell phone use and traffic infractions. Chief Dale stated the department was still battling out-of-state drivers and out-of-state unregistered plates. Chief Dale stated, in response to public comments, the department was doing its best to enforce motor vehicle issues and that driving habits were currentl a problem nationwide. Chief Dale stated officers cannot ticket or arrest a wa out of a societal issue and the communit would need to work together to bring the level of qualit driving back. President Pro Tem DeLucia asked what could be done in regards to Elm Avenue and suggested reversing the flow of traffic to disincentivi e speeding on the road to make the stop light before the on ramp. Chief Dale responded doing so could cause a right-of-wa issue on East Town Street. Discussion ensued. Chief Dale suggested tightening the road space to make the road less attractive  for thru-traffic. Chief Dale stated the public works department and himself were not in favor of speed bumps due to liabilit possibilities and damages to vehicles. President Pro Tem DeLucia discussed the use of speed humps versus speed bumps, which Chief Dale stated would be preferred. Chief Dale suggested a group of representatives from public works, public safet and the police department could meet to develop a solution. President Pro Tem DeLucia discussed conducting an area traffic stud once the As lum Street bridge project was further developed, as he felt the problem ma stem from the timing of the stop light at the Backus Hospital intersection. Chief Dale stated he would look into comments regarding speeding police vehicles, and noted that although a vehicle ma not have sirens on it could still be responding to an emergenc call. . ATV/M B : President Pro Tem DeLucia reported he received the draft ordinance from cit counsel earlier that da and would like members to review it before taking action. Chief Dale agreed and suggested adding it to the next regular meeting agenda. President Pro Tem DeLucia stated that he would like to see the ordinance put into place before the start of summer, and that he was curious of the fiscal impact of the ordinance. Alderwoman Burto stated she believed the draft received that da was more suitable to the cit in particular and agreed on presenting it at the next public safet meeting. VI. N B : . D A U : SEE ADDENDUM I FOR MONTHL STATISTICAL REPORTS . NPU U : Eric McDermott reported that reservoirs are full pond. President Pro Tem DeLucia asked for an update on the sewer treatment plant upgrades. Eric McDermott responded that the project went out to bid and the received two proposals the are currentl evaluating. .A A : None. .P D U : Chief Patrick Dale reported the past month things picked up in regards to incident volume. Chief Dale stated a few new officers were hired that are currentl enrolled in the police academ . Chief Dale stated the replacement of the station continued to be a significant need. .E M U : Chief Trac Monto a reported a meeting was held with DSAF-5, which is the emergenc management function of man DEHMAS functions, where the heard about training and grant opportunities. .F D U 1. N : Chief Trac Monto a reported 199 calls for the month with one automatic aide given, per polic . Chief Monto a reported that NFD responded to the Gold Star Bridge fire with their foam unit but were released from the scene. Chief Monto a discussed various calls attended throughout the month. Chief Monto a stated propert manager at the New Wharf scrap ard is planning to install securit cameras and NFD had not received  an additional calls since the last month. Chief Monto a added that the parking structure at Thermos on the Thames has been condemned for the past two ears as it is partiall collapsed and a ha ard, which the propert owners are aware of. Chief Monto a noted the Fairhaven building lower Broadwa was suffering from structural issues and NPU recentl issued a report that the will no longer enter the Reid & Hughes building due to safet risks. Chief Monto a reported that the Red Cross held a regional sheltering training at Kell Middle School that was attended b representatives from various agencies in the state. Chief Monto a discussed participation in various communit events. Chief Monto a reported the replacement of Squad A as a critical need. Chief Monto a discussed ongoing trainings. Chief Monto a reported that the work on the showers at headquarters was about 90 percent complete, and once done the work on the carpets would start. Chief Monto a reported the were waiting for a quote from the vendor who was at the Greenville station that past week to inspect the roof and windows. Chief Monto a reported no current COVID impacts and that PPE supplies remained plentiful. Chief Monto a stated he met with the chiefs the da before with a focus on apparatus reduction. Chief Monto a reported that the first cit wide SOG was agreed upon b the chief and noted it was a gas response SOG. Alderwoman Gould questioned the holes in the floor reported at D Reid & Hughes. Eric McDermott stated NPU was previousl working with the building owner to determine a path to la electrical work and the team at the time was not comfortable working in the basement of the building. Alderwoman Gould questioned if the funds used to stabili e the building addressed R fixing issues with the floor. President Pro Tem DeLucia stated he had been in the building within the past ear and had concerns about where he was walking. AF 2. T : None. Electronic report submitted. 3. : Chief Bill E berse reported 57 calls in the past month 40 percent of which were medical emergencies, 14 percent motor vehicle accidents and just under 25 percent were fire calls. Chief E berse reported the department was monitoring the Yantic River with the recent heav rain. Chief E berse reported Yantic was loosening COVID guidelines slightl and leaving it to the member s choice if the want to wear masks on calls. Chief E berse reported the firehouse furnace condensate tank failed and, after speaking to the cit comptroller and manager, was figured to be a $15,000 expenditure at the end of the budget ear so there will be heat in the firehouse. Chief E berse stated there is an electric hot water heater in the basement so hot water in the meantime would not be an issue. Chief E berse discussed ongoing trainings. E G P : Chief Keith Milton reported EGP s call volume was down slightl in the past month and their largest response was another fire call at the scrap ard in Montville where the responded with their tanker and ladder truck. Chief  Milton discussed ongoing trainings. Chief Milton reported the were finall progressing with a contractor on the firehouse siding work which should be complete b next Frida . Chief Milton reported the replacement of the firehouse parking lot and Engine 52 as critical needs. 6. L H : Chief Aaron Westervelt reported Laurel Hill was following COVID guidelines from Backus and that PPE supplies were plentiful, with no current impacts. Chief Westervelt discussed ongoing trainings. Chief Westervelt reported that the UTV was still out of service and it returned from Polaris after being deemed unserviceable b them and fleet maintenance. Chief Westervelt reported the UTV fried its computer for a third time. Chief Westervelt continued that the cit manager and purchasing agent were able to procure a new UTV that is currentl being outfitted at the cit garage and would hopefull be in service b the end of the following week. Chief Westervelt reported notable responses at the scrap ard fire in Montville and covering Led ard Town Fire Department during the Gold Star Bridge incident. VII. P S : None. VIII. They will begin the 378th training session of the Connecticut Police Academy on April 5, 2023. Chastang met with Norwich Public Works to discuss plans for a Norman Road crosswalk being constructed to assist in the crossing of residents of Chase Manor. This came following several meetings with residents and a traffic study conducted by our agency. On April 4, we also attended the Greeneville Neighborhood watch meeting. On April 6, we met with the Greater Norwich Area Chamber of Commerce and local Veterans to discuss the upcoming Memorial Day parade On April 19, we attended and spoke to approximately 150 members of the Eastern Connecticut Association of Realtors at the Norwich Inn and Spa. This event was attended by the United States Attorney's Office, the District of Connecticut, the FBI, and the Connecticut State Police. The meeting was focused on fair lending and response to hate crimes by our agency, state agencies, and federal agencies. On April 20, Sgt. Chastang met with Bobbie Brayboy who is the new head of Global City Norwich. We discussed upcoming events and opportunities for community engagement involving our agency. On April 25, we provided assistance to the Beth Jacob Synagogue which was celebrating Israel Independence Day. They requested our presence following unspecified concerns for those attending.
