PUBLIC HEARING OF THE COUNCIL OF THE CITY OF NORWICH April 11, 2024
The First Budget Public Hearing 24-2025 fiscal year budget was held April 11,2024 at 7:30 PM in
Council Chambers. Present: Mayor Nystrom, President Pro Tem DeLucia, Ald. Gould, Ald.
Bettencourt ,and Ald. Hayes. Absent were Ald. Singh and Ald. Nash. City Manager John Salomone,
Corporation Counsel Michael Driscoll were also in attendance. Mayor Nystrom presided.
Please be advised that meetings of the Norwich City Council can be viewed in their
entirety on the City of Norwich website “norwichct.org”.
Mark Cook, 62 Gulliver Cir., spoke in support of Norwich Public Schools saying it is necessary to
provide first-class education to our students. He feels we need to invest in our schools so that we can
attract future investment. He stated that the school system is the first thing people look at when
moving into a community.
Guy Palazzo, 6 Harvard Ter., stressed that the taxes are too high. He stated that education is about
what is being taught not the four walls/the building you are in. He also spoke passionately about the
need for the arts to be part of the education system. Further commenting on the arts being the bridge
that closes language barriers.
Joanne Philbrick, 10 Elm Ave. spoke with sympathy of the poor attendance at this public hearing. She
stated that the Council needs to come to a place of common good for all its citizens.
Public hearing adjourned at 7:45 pm.
