PUBLIC HEARING OF THE COUNCIL OF THE CITY OF NORWICH May 13, 2024
The Second Budget Public Hearing 24-2025 fiscal year budget was held May 13,2024 at 7:30 PM in
Council Chambers. Present: Mayor Nystrom, President Pro Tem DeLucia, Ald. Singh, Ald. Gould,
Ald. Bettencourt and Ald. Hayes. Absent Ald. Nash. City Manager John Salomone, Corporation
Counsel Michael Driscoll were also in attendance. Mayor Nystrom presided.
Please be advised that meetings of the Norwich City Council can be viewed in their
entirety on the City of Norwich website “norwichct.org”.
Beth Belliveau, 5 Tower Hill Rd. spoke in support of Norwich Public Schools and funding the school
budget. She stated that a good education is important for keep people wanting to reside in Norwich.
Joel Eithier, Norwich Police Officer, spoke in support of the Norwich Police Department stating that
he feels the Police Department is being slighted in the budget.
Jack Laflesh, 575 Boswell Ave., attended the meeting for his Civics Class.
Mark Kulos, 327 Broadway, spoke in support of the schools. Stating that the schools are in a funding
crisis as the Covid funding is going away.
Rodney Bowie, 62 Roosevelt Ave., spoke in amazement that the State has money to help fund the
construction of new schools but can’t fund Special Education costs. Norwich schools provide a good
education, but a good education also depends on the student.
Joanne Philbrick, 10 Elm Ave. spoke about hearing the same story every year for the last 20 years
about this being the worst year for the Schools. She reminded the Council to exercise their oath of
office and make things affordable for all.
John Blackburn, 15 Alice St., stated that the President says we have the money. We are all in a money
crisis. The Feds and the State need to put in more money.
