PUBLIC SAFETY COMMITTEE MINUTES Wednesday, May 8, 2024 American Ambulance 1 American Way, Norwich, CT 7:00pm Committee Members Present: Chairman Mark Bettencourt, President Pro Tem Joe DeLucia and Alderman William Nash. Committee Members Absent: None. Administration and Staff Present: Mayor Peter Nystrom, City of Norwich; Chief Patrick Daley and Captain John Perry, Norwich Police Department; Josh Beaulieu, American Ambulance; and Mary Lou Rychling, Norwich Public Utilities. Volunteer/Central Fire Departments and Others: Norwich: Battalion Chief Scott Merchant and Jason Urban; East Great Plain: Chief Bob Drozynski; Laurel Hill: Chief Aaron Westervelt; Occum: Chief Scott Eggert; Yantic: Chief BJ Herz; and Taftville: Chief Timothy Jencks. Citizens Present: None. I. Call to Order and Quorum: Chairman Mark Bettencourt called the meeting to order at 7:01 PM. There was a quorum present. II. Adoption of Previous Meeting Minutes: Alderman William Nash made a motion to accept the April 10, 2024 regular meeting minutes. President Pro Tem DeLucia seconded. All voted in favor. The motion passed unanimously. III. Citizen Comment: None. IV. On-going Business: a. Pager Dead Zone Issues: Captain John Perry reported that he spoke to the state around April 30th and was told they are still waiting for the Troop K system to get running. Captain Perry stated he was told about a month, so he thinks they may have run into some complications. Captain Perry stated that knowing how diligent and aware the state system is, he is assuming there is a software or hardware tissue. Captain Perry stated that dispatch had already conducted a lot of training and would continue to. b. Dispatch & Radio System Upgrades Update: Captain Perry stated that a group was sent to Texas for the Motorola Summit where they had in depth discussions regarding data conversion and things of that nature. Captain Perry stated the ‘go live’ date was still set for December and that things were progressing. c. City Manager’s Report on Fire Chief’s Meetings: Chairman Mark Bettencourt stated that a meeting with the city manager was scheduled that day to discuss various public safety issues but it did not occur as the city manager was ill, and the meeting was postponed until next month.  Chairman Bettencourt stated the item would remain on the agenda. V. New Business: a. Department Updates: i. NPU Update: Mary Lou Rychling reported that they are seeking three quotes from radio contractors; Motorola, Tate and one other. Mary Lou Rychling stated NPU is in the process of defining who they want to go ahead with. President Pro Tem Joe DeLucia asked if NPU was looking to interface directly with the public safety infrastructure being put in place, so that communication could occur without going through the Emergency Operations Center. Mary Lou Rychling responded that the direction with the EOC was to go off of the back of the Motorola system, as they are fairly confident they will be going with the Motorola dispatch consoles. Mary Lou Rychling continued that this, in turn, would allow police, fire and so forth to be dispatched from any location with a laptop. Mary Lou Rychling stated she had met with Chief Daley to discuss that matter. Chief Daley added it would be street level so in theory one could switch over to utilities and speak to them directly. Mary Lou Rychling stated NPU had also been working with Public Works who mostly is in need of the radio aspect, not the dispatch component. Mary Lou Rychling stated she did not have a completion date yet but things were moving forward. President Pro Tem DeLucia asked if anywhere with wireless internet could serve as a dispatch hub. Mary Lou Rychling responded no, that the laptop would need to be within their network or radio transmission zone. ii. American Ambulance: Joshua Beaulieu reported 508 transports for the month of April, 198 ALS, 310 BLS and 141 canceled calls. Joshua Beaulieu explained that half of the canceled calls were for care provided, but not transport. Joshua Bealieu stated the total call volume for the month was 649. Joshua Beaulieu discussed the statistics for the monthly calls and stated that the most common call was for a sick person, totaling 141 times.. iii. Police Department Update: Chief Patrick Daley reported a busy month with 497 motor vehicle stops, which was an increase from 348 calls a year prior. Chief Daley stated that speed and traffic enforcement was one of NPD’s goals for this year. Chairman Mark Bettencourt asked if specific areas were being targeted. Chief Daley responded that they were targeting hot spots which varied and they mixed up the spots in order to remain visible. Chairman Bettencourt stated he received complaints in regards to installing speed humps and asked if any other options were available other than speed enforcement. Chief Daley responded that there were traffic diet options such as the narrowing of lanes by repainting lines. Chief Daley stated that historically the Commision on City Planning and Norwich Public Works had been against speed humps and that rumble strips could be noisy, but they had utilized centerline rumble  strips on some streets. Chief Daley thanked the Taftville and Yantic volunteer departments for their assistance with the body found in the water recently behind the Norwichtown Mall. Chief Daley stated that two recruits were scheduled to graduate on May 31st at Kelly Middle School. Alderman Bill Nash asked if the school security guards have direct radio contact with police. Chief Daley responded that school resource officers carry both school and police radios, but he did think the schools should be looped in on the same state system. iv. Emergency Management Update: Jason Urban, Director of Training and Emergency Management, reported that he attended the 2024 Emergency Management Symposium in Niantic and the host reception event for Norwich being a site to take in the Groton community in case of a failure at Millstone. Jason Urban discussed other ongoing meetings attended. v. Fire Department Updates: 1. Norwich: Battalion Chief Scott Merchant reported 238 calls for the month with Squad A responding to 88; Engine 2 responding to 89; and Engine 3 responding to 89. Battalion Chief Merchant reported that two auto aid responses were given and five were received. Battalion Chief Merchant reported significant responses as a fire on Central Ave on April 27th and a rope rescue at Indian Leap. Battalion Chief Merchant reported the replacement of Squad A and the chief’s vehicle for apparatus needs. Chief Battalion stated that two recruits were in the academy and would graduate on May 22nd. Battalion Chief Merchant stated the new lieutenant would be promoted at the same time at City Hall as that process was completed. Battalion Chief Merchant discussed ongoing training. 2. Taftville: Chief Timothy Jencks reported 51 calls for April and that his department participated in a city wide live burn training exercise. Chief Jencks noted that Taftville also participated in community events such as World Youth Day and a health event at Moriarty Elementary School. Chief Jencks discussed ongoing training. Chief Jencks reported that the Hurst tool was tested and passed, but the parts will begin to become scarce. Chief Jencks stated it was a 20 year old piece of equipment. Chief Jencks stated that the roof on the rear of the station, over the addition built in 1989, was well past its lifespan. Chairman Bettencourt noted that he and Chief Jencks spoke before the meeting that night and that action will be needed from the city council in regards to reallocating funds for the roof. Chairman Bettencourt stated that Taftville Volunteer Fire Department had $13,000 put aside for a painting project that had been put off for a few years, so they would like to reallocate those funds. 3. Yantic: Chief BJ Herz reiterated that the city wide live burn training exercise was a great event that was well attended. Chief Herz reported four new applications were reviewed that past Monday and there was one standby for the following month. Chief Herz stated that membership was doing well with three members having just finished the Firefighter 2 course. Chief Herz reported 44 calls for the past month, six of which were overlapping. Chief Herz stated that Yantic was wrapping up testing of their Samsara dash camera, which was donated for free by the company. Chairman Bettencourt asked if any type of reporting was being done for vehicles that did not adhere to emergency vehicles. Chief Herz stated he had reported one incident himself about two months prior. Chief Herz reported that members did a walkthrough at Dodd Stadium and Ponemah Mills, and that a citywide walkthrough would be offered for the Hale Mill. 4. Occum: Chief Scott Eggert reported 16 calls for the past month. Chief Eggert reported significant responses as a rollover accident with fire on 395 North on April 9th and a motorcycle into a telephone pole on Old Canterbury Turnpike on April 13. Chief Eggert reported no automatic aid calls per policy, and that one automatic aid call was provided to Taftville at Ponemah Mills. Chief Eggert stated that the replacement of Engine 41 was a critical need, as Engine 42 was still out of service due to brake line and air line issues. Chief Eggert added that the Squad 4 generator had been out of service for two months awaiting a new generator, which fleet maintenance should be picking up that week. Chief Eggert reported no issues with Occum’s boat. Chief Eggerted stated that membership was strong and that the facility’s mini splits were recently maintained. Chief Eggert stated that all the windows in the downstairs of the firehouse were tinted to assist with heat deflection. Chief Eggert discussed ongoing and upcoming training. Chief Eggert stated that transponders known as Safety Cloud had been installed in some apparatus, which pushes out a notification within 30 seconds of an incident. Chief Eggert continued that in GM vehicles the notification overrides the vehicle’s radio, shuts off its sound and puts out an alert over the radio. Chief Eggert stated that the Waze application operates similarly. Chief Eggert stated he was working with NPU to ensure the buoys along the dam were located so as to not cause issues during emergency calls. Chief Eggert reported that the radio updates were progressing slowly and that only four mobiles and two portables had been updated. Chief Eggert stated it can take anywhere from 24 to 36 hours to update, however in some situations they updated in 45 minutes. 5. East Great Plain: Chief Bob Drozynski reported 84 calls for the month, including many false calls to the rehabilitation facility at 55-85 Norman Road due to the switch from  emergency pull strings to pendants. Chief Drozynski explained that the pendants were being set off when residents rolled over in bed which resulted in a call for EGP and Hartford Healthcare to visit the facility. Chief Drozynski stated that some pendants were being used for legitimate calls, but there were many accidental calls. Chief Drozynski reported that EGP hosted a fire safety program for nine families at One Thames River Place and participated in training with American Ambulance on their new ambulances. Chief Drozynski discusses ongoing training. Chief Drozynski noted an unusual incident where members were attending a fire call at Westward Park at 3:00 in the morning and as they were leaving they discovered two people down on the sidewalk who were apparently assaulted. Chief Drozynski continued that medical attention was provided to the two injured persons on site, and commended the attending officers. Chief Drozynski stated that at last month’s meeting Hartford Healthcare discussed having two units respond to cardiac arrest calls and that EGP started utilizing this approach as well. Chief Drozynski continued that as an added positive impact they would be partnering with food service establishments, like grocery stores, to provide AED, CPR and related training to their staff. Chief Drozynski stated he was hoping to kick off a program in October. 6. Laurel Hill: Chief Aaron Westervelt reported one new member with two additional awaiting applications, and that two members were finishing up EMT school in the next few weeks. Chief Westervelt discussed ongoing training. Chief Westervelt reported that Engine 61 had a recall the past month which John Raymond fixed at Bull Dog, but apparently something was done incorrectly as they lost the entire contents of their fuel on Interstate 395. Chief Westervelt stated that Engine 61 was out of service for about six days due to that. Chief Westervelt stated that John Raymond would be inspecting the engine on a weekly basis to ensure there were no other issues. Chief Westervelt reported only five or six calls for April, and noted it was a slow month. VI. Respectfully Submitted, Katherine Rose Statistics for Month Calls for Service 4949 Incident Reports generated 276 Arrests made 147 Accidents investigated 83 Significant incidents for the month On April 18, 2024 a narcotic search warrant was served at 191 Franklin Street. Four individuals were arrested as a result of the search warrant, and a firearm was recovered inside the residence. Further arrests forthcoming. On April 28, 2024 Patrol Officers were dispatched to the Eastern CT Savings Bank, 666 W Main Street for a general burglary alarm at 0340 hours. It was later found someone broke into the drive up ATM and gained access to the cash drawer. Detectives are investigating and following up on several leads. Evidence was sent to the lab on 04/30/2024 with an expedite request. Overdoses and Overdose Deaths are down drastically this month compared to last month. Curious to see if the arrests from the last two search warrants (Desiree Greene and 191 Franklin Street) help keep the numbers down next month as well. Detective Division had 8 search warrants signed, 3 arrest warrants signed, and took part in 5 forensic interviews. Detectives were called in 3 times during the month of April. Detective Harsley and Detective Carmody traveled to North Carolina on April 30, 2024 for the extradition of Brandon Foster who was being held as a fugitive from justice. He is wanted for felony murder for the 2020 death of Edward McIntyre. OVERDOSE DEATHS - 2 (pending autopsy confirmation) 3 OD’s 1 Fatal. Staffing/Hiring matters ● Five Officers remain in Police Academy training, with three in Meriden at the Connecticut Police Academy and two at the Eastern Regional Academy in Norwich. ● New Dispatcher interviews were held on April 26th, with nine of the ten invitees showing. Two conditional offers resulted and they are moving through the process. Community Outreach/events attended or facilitated Below is a brief summary of the community meetings/community events by CPU Sgt. Cannata during the month of April Norwich Events: ● No Meeting in April Global City Norwich ● On Saturday April 27th Sgt. Cannata attended a flag raising ceremony for the country of Togo at the David Ruggles Freedom Courtyard ● On a side note, the plans for the street festivals have changed again. To prevent road closures, the festivals not being hosted at Brown Park will take place in the "pocket park"; which is the small parking on Bath Street just past the Wauregan Parking Garage. Rose Arts Festival ● No Meeting in April Chase Manor Community Watch ● On Wednesday April 24th Sgt. Cannata attended the Chase Manor Community Watch meeting. Residents continue to request building checks in the overnight hours to prevent homeless people from using the property as refuge. The midnight officers assigned to the Westside have continuously conducted checks during the overnight hours since February Soup Kitchen ● The Soup Kitchen conducted a cleanup in the Greenville section on April 27th . Due to conflicting events, Sgt. Cannata was not able to attend the cleanup Food Truck Festival ● On April 13th , Sgt. Cannata along with the motor unit, Investigator Dupointe and Officer Marceau, Officer Ramos, Officer Wojcik and K9 Tracer, and Detective Karasuk attended the Food Truck Festival at Dodd Stadium. Several day shift officers stopped by during the event and interacted with the citizens. Big Lots Friends and Family Community Event - On April 14th , Sgt. Cannata attended a community event hosted by Big Lots from 10 AM - 2 PM. Several day shift officers stopped in and interacted with the staff and citizens at the event. DEA Drug Take Back ● On April 27th , Officer Ethier and Sgt. Cannata collected prescription medication at Walmart for the DEA Drug Take Back Day. We were joined by Hannah Ornburn, the Drug Prevention Coordinator for Norwich Youth, Family, and Recreation.
