JOURNAL OF THE COUNCIL OF THE CITY OF NORWICH July 1, 2024 The regular meeting of the Council of the City of Norwich was held July 1, 2024 at 7:30 PM in Council Chambers. Present: Mayor Nystrom, President Pro Tem DeLucia, Ald. Singh, Ald. Gould, Ald. Bettencourt, Ald. Hayes and Ald. Nash. City Manager John Salomone, and Corporation Counsel Michael Driscoll were also in attendance. Mayor Nystrom presided. Please be advised that meetings of the Norwich City Council can be viewed in their entirety on the City of Norwich website “norwichct.org”. Ald. Hayes read the opening prayer and Ald. Bettencourt led the members in the Pledge of Allegiance. Upon a motion of Ald. Gould and Ald. Singh, on a roll call vote it was unanimously voted to accept the minutes of June 3rd, June 10th, and June 17th, 2024. Upon a motion of Ald. Singh, seconded by Ald. Hayes, it was unanimously voted to accept the following communication. City of Norwich - Public Works and Capital Improvements Committee Date : June 21st 2024 To: Norwich City Council Subject : Initial Aquatic center feasibility and sustainability study. The Public Works and Capital improvements committee Meeting was held on June 17,2024 at 4:00pm at 50 Clinton Ave and was attended by all three committee members in which Public Works director shared the summary of findings which was accepted unanimously. In July of 2023, the Public Works and Capital Improvement Committee was charged with performing an initial evaluation and the feasibility of establishing an Aquatic Center in the City of Norwich. As there are a very limited number of Aquatic Centers in the area, this task was somewhat difficult but committee members and Public Works team put great effort by visiting other aquatic centers and try to figure out the sustainability by studying the available numbers of those centers. The Committee started the process by taking tour of the Windham Recreation Aquatic Center, which was built adjacent to a new Senior Center. The combined facility was built at a cost of about $15M, with approximately $5-6M going toward the cost of the aquatic facility. The pool at this facility is smaller than a regulation pool, which would be required to host high school swimming events. This pool functions as more of a therapeutic pool, and is also used for swim lessons, and open swims. Maintaining and operating the pool takes 5 full time employees, and 20 part time lifeguards. As the facility is relatively new, the data is incomplete, but in looking at the revenues and expenses, it did not seem as though the facility is self- sustaining. The Committee also did some research into the East Lyme High School pool. This pool is a competition sized pool, and is operated by the School Department. The financial information for this pool was also difficult to obtain. The pool is also used for Town recreational activities, such as swim lessons. 1 JOURNAL OF THE COUNCIL OF THE CITY OF NORWICH July 1, 2024 Determining the actual costs of operating these existing pools proved to be difficult. To obtain accurate information on the costs to operate and maintain an Aquatic Facility, the City will need to hire an Architectural / Engineering Consultant who specializes in Aquatic Facility design and construction. Respectfully Submitted by: Alderman Swarnjit Singh Chair: Public Works and Capital Improvements Committee Members Present : Alderwomen Stacy Gould and Alderwomen Shiela Hayes CITY MANAGER REPORT To: Mayor Nystrom and members of the City Council From: John Salomone, City Manager Subject: City Manager’s Report Date: July 1, 2024 Meetings attended were Southeastern Council of Governments Executive Committee Meeting (SCCOG), Connecticut Interlocal Risk Management Agency (CIRMA) Investment Committee, NPU- City Coordination Meeting, NCDC Board of Directors meeting, DEEP meeting regarding Fitchville Pond Dam and City Department Head Meeting. I also attended the CT Main Street presentation held at the newly opened Hotel Callista where Norwich Community Development Corporation along with City Planner Dan Daniska received a Certificate of Completion for their participation in the Connecticut Main Street Accelerator Program. City officials attended site walk of eight locations of the Yantic River flooding areas along with regional planners. The Southeastern Connecticut Council of Governments and the Connecticut Institute for Resilience & Climate Action at the University of Connecticut is working to create a flood mitigation plan for the City. July tax bills are now due and payments can be paid until August 1st, without interest. The Tax Office is open Monday through Friday and no appointment is needed. Payments can be paid in person, online, through the mail or at the two Norwich locations of M & T Bank during the month of July. Congratulations to Brian Long who has been selected as Director of Public Works to succeed retiring Director Pat McLaughlin. Brian was hired in July of 2019 as City Engineer for the City. He formerly served as Director of Public Works for the town of Waterford. Brian received a Bachelor of Science in Civil Engineering from the University of Hartford. 2 JOURNAL OF THE COUNCIL OF THE CITY OF NORWICH July 1, 2024 Thank you to the Rose Art Festival Committee, sponsors, and volunteers for this past weekend festivities. Special thanks to city departments and especially Public Works for the extra resources provided for the event. The fireworks festivities will be held on First Friday July 5th with a rain date of July 8th. Activities include music and food starting at 5pm and fireworks around 9 pm. Thank you to Norwich Events Organization and sponsors for keeping this tradition going. The Summer Concert series starts July 10th with Rock the Docks at Brown Park and Friday Night Acoustics at the Norwichtown Green on July 12th. Concerts will be from 6 pm to 8 pm. Thank you to the Greater Norwich Area Chamber of Commerce and sponsors. The Norwich Farmers Market starts Wednesday, July 10th and will run until October 30th at Brown Park from 10 am to 2 pm. Jacaruso Jr. (D) Upon a motion of Ald. Singh, seconded by Ald. Gould, on a roll call vote it was unanimously voted to adopt the following resolution introduced by Ald. Gould, Ald Hayes, and Ald. Bettencourt. WHEREAS, the City Manager John L. Salomone, with Council approval shall appoint as a regular member of the Inland Wetlands, Water Courses and Conservation Commission for a term to expire on February 28, 2026 or until a successor is appointed: Deane Nason (U) NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Norwich hereby acknowledges the appointment of the above named to the Inland Wetlands, Water Courses and Conservation Commission. Upon a motion of Ald. Gould, seconded by Ald. Nash, on a roll call vote it was unanimously voted to adopt the following resolution introduced by Mayor Nystrom, Ald. Gould, and Ald. Bettencourt. WHEREAS, in 1972 the undeveloped property at 11 Hammond Avenue was conveyed by Richard Cipriani and Frances Cipriani to the East Great Plain Volunteer Fire Co., Inc. of which Richard Cipriani was then a member; and WHEREAS, Richard and Frances Cipriani have both passed away; and 11 JOURNAL OF THE COUNCIL OF THE CITY OF NORWICH July 1, 2024 WHEREAS, the property was conveyed by a quitclaim deed recorded at volume 371 page 860 of the Norwich Land Records without restriction on the ability of the East Great Plain Volunteer Fire Co., Inc. to sell or gift the property; and WHEREAS, the East Great Plain Volunteer Fire Co., Inc. has now offered to convey the property to the City of Norwich, the property consisting of approximately one acre of vacant land; and WHEREAS, the Council of the City of Norwich recognizes that the city has no immediate plans for the property but believes it would be in the best interest of the City of Norwich to accept the same as a gift from the East Great Plain Volunteer Fire Co., Inc. NOW THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE CITY OF NORWICH that City Manager John Salomone be and hereby is authorized and directed to accept a deed of conveyance of the property at 11 Hammond Avenue from the East Great Plain Volunteer Fire Co., Inc. to the City of Norwich together with such other documents as are necessary to effectuate the transaction subject to his approval and that of the corporation counsel relative to the transaction to cause the same to be recorded in the Norwich Land Records in due course. Upon a motion of Ald. Gould, seconded by Ald. Nash, on a roll call vote it was unanimously voted, pursuant to Connecticut General Statutes §§ 1-200 (6) and 1-210, that the members of the Norwich City Council to into Executive Session to discuss written attorney-client privileged communication concerning the School Building Program, and consideration of actions to enforce or implement legal relief or legal right as well as feasibility estimates and evaluations involving the acquisition of property and construction contracts relative to the same which transactions have not been terminate or abandoned at this time; and to discuss the acquisition or disposition of real estate or interests in real estate, when publicity regarding such sales and for acquisition or disposition of interests in the same would adversely input the price of the same; the Council having determined that the public interest in holding such discussion in Executive Session clearly outweighs the public interest in disclosure at this time. Norwich Bond Counsel Michael Andreanna, City Manager John Salomone, the Norwich Superintendent-Acting of Schools, Susan Lessard, Comptroller Joshua Pothier, Deput Comptroller Orla McKiernan, Corporation Counsel Michael Driscoll, and Owner’s Representative Guiliano of Construction Group shall be asked to participate during all or portions of this Executive and the request of the City Council. The Council was in Executive Session from 9:13 pm to 10:38 pm, at which time Mayor Nystrom, stated no votes were taken. Upon a motion of Ald. Gould, seconded by Ald.
