PUBLIC SAFETY COMMITTEE MINUTES Wednesday, July 10, 2024 Central Fire Department 10 North Thames Street, CT 7:00pm Committee Members Present: Chairman Mark Bettencourt, President Pro Tem Joe DeLucia and Alderman William Nash. Committee Members Absent: None. Administration and Staff Present: Alderwoman Stacy Gould, City of Norwich; Chief Patrick Daley and Captain John Perry, Norwich Police Department; Josh Beaulieu, American Ambulance; and Eric McDermott, Norwich Public Utilities. AF Volunteer/Central Fire Departments and Others: Norwich: Battalion Chief Scott Merchant and Jason Urban; East Great Plain: Chief Bob Drozynski; Laurel Hill: Deputy Chief Peter Clark; Occum: Chief Scott Eggert; Yantic: Assistant Chief Paul O’Connell and Deputy Chief Robert Allen; and Taftville: None. Citizens Present: Joanne Philbrick and Bonnie Maliszewski. T I. Call to Order and Quorum: Chairman Mark Bettencourt called the meeting to order at 7:00 PM. There was a quorum present. II. Adoption of Previous Meeting Minutes: Alderman William Nash made a motion to accept the June 14, 2024 regular meeting minutes. President Pro Tem DeLucia seconded. All voted in favor. The motion passed unanimously. III. Citizen Comment: Joanne Philbrick of 4 Elm Avenue stated she was happy to see R the panhandling ordinance listed on the agenda. Joanne Philbrick discussed the recent incident at Jenkins Field and stated that it was a miracle no officers were seriously injured. Joanne Philbrick stated that the safety of responsible citizens of Norwich should come first and that permits should have been pulled for an event that size. Joanne Philbrick discussed her discontent with various occurrences in her neighborhood. Joanne Philbrick stated that now that the Squad A issue was resolved she looked forward to D discussions regarding a new public safety complex. Bonnie Maliszewski of 16A South A Street in Taftville noted that recently a party took place at the World War 1 Memorial in Taftville without any type of permit or consideration for the property. Bonnie Maliszewski stated she did not witness any police presence that day. Bonnie Maliszewski added that a person across the street sells food and washes cars at their property without a permit, and that police had been previously notified. Bonnie Maliszewski stated she called the Health Department on the Saturday before July 4, 2024 regarding such activities. Bonnie Maliszewski stated she did not witness any police presence in the village on the night of July 4, 2024. Bonnie Maliszewski noted that car break-ins were becoming more frequent and she did not like hearing about such things without any followup regarding the results. Bonnie Maliszewski discussed discontent with occurrences in the neighborhood and lack of police presence and enforcement. IV. On-going Business: a. Pager Dead Zone Issues: Chief Tracy Montoya reported he received new information from the state that the sub-system in Colchester that was thought to be a one-tower site would actually be multiple sites with a new control system, so that aspect was delayed without a timeline. Chief Montoya stated the original plan was for Spring. Chief Montoya stated the various chiefs, dispatch and Norwich Police Department had discussed options over the past few days. Chief Montoya stated that some things came to light regarding the coverage of the current pagers and the IM responding. Chief Montoya stated that the various agencies affected could not control what is being done by the state but could control how they handle things moving forward. Chief Montoya stated a group decision would be made and that information would be shared. Deputy Chief Robert Allen asked if someone could reach out to a state representative to see what was behind the radio system issue. Chief Daley AF stated that NPD operated on the Troop K Police Department sub-system so they were not experiencing the same issues as others coming onto the system. Chief Daley stated that when he has pushed back in the past it has been noted the state has invested a lot of money into the upgrades, which is something the city has not had to pay for. Chief Daley stated he last heard there was a software issue with the upgrade, but the upgrade had been T completed. Chief Daley stated that it was a priority item. Chief Montoya added that the radio system and pager system used different tower programming and therefore were separate issues. b. Dispatch & Radio System Upgrades Update: Captain John Perry reported that the dispatchers would like to be part of a citywide training with all fire personnel as they felt as those were losing out on some of the operational knowledge needed for the radio system. R Chairman Bettencourt asked if the ‘go live’ date was still the end of the year, to which Chief Daley responded that was the date for the CAD system. c. City Manager’s Report on Fire Chief’s Meetings: The city manager was not in attendance. D d. Panhandling Ordinance: Chairman Bettencourt stated that he reached out to corporation council regarding the ordinance and received a package of example ordinances throughout Connecticut, as well as supreme court and appellate decisions regarding the associated issues. Chairman Bettencourt stated that the goal was to create something that is survivable through the court system. Chairman Bettencourt stated there were a lot of working pieces from safety to freedom of speech in terms of signage. Chief Daley agreed that it comes down to the language of the ordinance. Discussion ensued. Chairman Bettencourt added that state statutes limit the amount that can be fined. e. ATV Issue: Chairman Bettencourt stated he had been in discussion with Chief Daley regarding the ATV issues. Chief Daley stated it is difficult for the police to deal with and requested the public provide dates, direction of  travel and vehicle color as much as possible. Chief Daley stated that if officers can track the ATV back to its origin points with better descriptors it makes offenses easier to enforce. Discussion ensued. Bonnie Maliszewski questioned what could be done if someone was filling up an ATV at the gas station. Chief Daley responded it was not legal to fill up an ATV or dirt bike at a gas station, so that would be an avenue to pursue. Chairman Bettencourt asked that the Panhandling Ordinance and ATV Issues remain on the agenda for followup. V. New Business: a. Department Updates: i. NPU Update: Eric McDermott reported he was currently waiting on feedback from CTU on the base station design in regards to the radio project. Eric McDermott stated there had been delays in approval AF and equipment lead times so it was looking like the online date would be in 2025. Eric McDermott reported that hydrant flushing was currently occurring on Laurel Hill. Eric McDermott stated that NPU was keeping up with the outages over the last month but noted the increased amount and that it was predicted to be a strong hurricane season. Eric McDermott stated he was unsure of the exact T level of the reservoirs as he could not get ahold of the water department earlier, but knew they sat around 95% pond. ii. American Ambulance: Joshua Beaulieu reported 508 transports for the last month and 169 no-transport responses, which was about average. Joshua Beaulieu reported that the most common incident continued to be for ‘sick persons’ which accounted for 140 calls in June. Joshua Beaulieu reported that American Ambulance continued to hire new staff and by October there would be about a R dozen new people in the field. iii. Police Department Update: Chief Patrick Daley reported a busy past month and thanked the city council and other city agencies for their support with the Mechanic Street incident at Jenkins Park. D Chief Daley stated an in-depth after action review was being conducted. Chief Daley also commended the shift supervisor on site that day. Chief Daley reported that the department continued to push motor vehicle stops with about 600 cars stopped the previous month and 871 in the current month, compared to 161 stops this time last year. Chief Daley stated that officers were not on every street but were focusing on the hot spots and ‘complaint’ streets. Chief Daley reported that accident levels were down by about 12% that month. Chief Daley stated the department was looking to hire part-time and full-time dispatchers in the near future, as well as filling spots in the August police academy. Chief Daley noted that recruitment numbers were down. Chief Daley stated that the police station situation was not improving. Alderman Nash discussed police response and visibility within the city. Alderman Nash also noted the previous numerous basketball associated events that have  been held at Jenkins Park without any major incident. Chief Daley discussed recent community activities held with local youth. iv. Emergency Management Update: Chief Montoya reported a few storms occurred over the last month but no EOC activations were required. Chief Montoya stated he received word that day from DHMAS that the city was granted an NSEF (Nuclear Safety Emergency Fund) grant to conduct a local training program for host community reception center duties. Chief Montoya stated within the year he would conduct an internal training for new personnel on community response and community reception center needs, and from there would include outside agencies. Chief Montoya reiterated that Norwich is a host community for Groton Town and Groton City in the event of an evacuation at Millstone. v. Fire Department Updates: AF1. Norwich: Chief Tracy Montoya reported 234 calls for June with one automatic aid call given per city policy and three received. Chief Montoya stated that over the month Squad A responded to 103 calls, Engine 2 responded to 86 calls, Engine 3 responded to 83 calls and Engine 4 responded to 24 calls. T Chief Montoya reported that of the automatic aid responses three were outside of the city in Lisbon, Montville and Preston. Chief Montoya reported significant responses as the NFA commencement on June 13; a fall victim at Indian Leap on June 22; a car versus pedestrian accident in the vicinity of 355 Asylum Street on June 25; a mutual aid FAST assignment at 152 Route 163 in Montville June 27; a June 28 motor vehicle accident in Preston; a car into a building at 90 North Street on R June 29; and a boat in distress in the Thames River on July 7. Chief Montoya stated that members and apparatus attended the St. Vincent De Paul end of school year celebration, where they participated with Uncas Health and Human Services to follow up with patients needing assistance. Chief Montoya reported that the Squad A funding was approved and the D specifications would be finalized in the next two weeks between the needed agencies. Chief Montoya stated that once that was complete he would move forward in the process with the purchasing agent. Chief Montoya discussed upcoming and ongoing training. Chief Montoya reported that station alerting was good to operate whenever dispatch and the police department made their switch. Chief Montoya stated that the first door on the left at the headquarters station had termite damage which they were waiting to make repairs to after treatments. Chief Montoya reported that the fire RMS demonstrations were completed and that First Due was the vendor selected. Chief Montoya stated the Finance and Purchasing department reviewed the contract, which has been signed. Chief Montoya stated he is now waiting for the implementation manager to reach out to them. 2. Taftville: Electronic report submitted. 3. Yantic: Chairman Bettencourt read into the record an email report submitted by Chief BJ Herz. An electronic report was submitted as well. Deputy Chief Robert Allen added that Yantic responded to six working structure fires last month and one serious motorcycle accident. Deputy Chief Allen reported that five new members are set to start Firefighter 1 in August and a member just finished up the EMT course. 4. Occum: Chief Scott Eggert reported two non-policy auto aid calls, two non-policy mutual aid calls and 12 calls for the month total. Chief Eggert reported 108 calls for the year so far, which was a decrease from last year. Chief Eggert reported 38 total fire calls and that between May 29, 2024 and June 14, 2024 Occum had no EMS calls. Chief Eggert stated that on AF June 5, 2024 Occum responded to a city structure fire on Watercress Avenue. Chief Eggert reported the replacement of Engine 41 as a critical need, which was a 1991 vehicle, as well as ET42, which was a 1997 vehicle. Chief Eggert stated that Squad 4 would be out of service the next morning for an indefinite amount of time for a cylinder misfire. Chief Eggert T stated the generator on Squad 4 also shuts down within five minutes of starting the vehicle. Chief Eggert reported that Occum’s boat was out of service, likely for good due to a hole in the bottom. Chief Eggert stated he would have the city garage sender the boat to Defender to see what they recommend. Chief Eggert reported that membership was holding strong and there were no major issues with the station. Chief Eggert discussed ongoing training. Chief Eggert noted that the overgrowth of trees at the corner of Baltic Road and Bridge R Street was becoming immense and that citizens had reached out to various city departments to remedy the issue, without success. 5. East Great Plain: Chief Bob Drozynski reported 89 calls for D the month along with five false alarms within 3 weeks at the same state facility. Chief Drozynski stated he passed the information along to the fire marshal's office who was going to follow up at the facility the next Tuesday or Wednesday to address the tissue. Chief Drozynski reported that EGP provided aid at a gas leak on West Main Street where a one-inch plastic pipe was severed by a construction crew. Chief Drozynski discussed ongoing training Deputy Chief Robert Allen reported that at a recent fire he requested dispatch send the building inspector to clear the building and was told they could not get ahold of anyone. Deputy Chief Allen stated it was not a good feeling to be waiting with occupants in the middle of the night who are looking for an answer. Assistant Chief Paul O’Connell stated  the incident occurred on June 26, 2024 and that he relayed the issue to Captain Perry. Chief Daley stated there was a labor issue with the building official but he had thought it was resolved with contracting to determine if they were on call or not. Chief Daley stated he would reach out to City Manager John Salomone or City Planner Deanna Rhoades. Discussion ensued. 6. Laurel Hill: None. VI. Respectfully Submitted, Katherine Rose T R D Statistics for Month Calls for Service 5,235 Incident Reports generated 331 Arrests made 152 Accidents investigated 82 Significant incidents for the month On June 04, 2024- We received a larceny complaint from the owner of a local contractor. The owner reported a suspect stole one of his dump trucks with a trailer and equipment attached, total theft approximately $77,000. Detectives are investigating. On June 12, 2024- A complaint was received from a retired City employee who was notified by City Hall that someone attempted to change his pension check deposit to a different bank account. Detectives are currently investigating. Detectives are investigating a theft/vandalism complaint involving a city project. Suspect identified and charges are pending. Detectives have found several images of individuals involved in the Mechanic Street incident. They are working to positively identify those responsible and charges forthcoming. Detective Division had 6 search warrants signed, 4 search warrants pending, 5 arrest warrants signed, and took part in 1 forensic interviews. Detectives were called in 1 time during the month of June Detectives continued to busy this month getting requests together for Part A for the upcoming homicide trial of Atlantik Balidemaj Several Detectives went with Project Longevity on June 25, 2024 and conducted a neighborhood canvass on Cliff Street in regards to the shooting from May 2024 OVERDOSE DEATHS - 2 (pending autopsy confirmation) 18 OD’s 2 Fatal Staffing/Hiring matters ● Dispatch interviews are scheduled for early July. NFD will be assisting in the process. ● After 30+ years of service, Deputy Chief Corey Poore retired. The NPD will be working with HR and the City Manager to fill this important position. ● June 12, 2024 - L.E.C. written exam ● June 23, 2024 – Norwich PD agility test at NFA (3 attendees and 2 passed). ● June 24 & 26, 2024 - Recruitment emails sent to Three Rivers Community College and Johnson & Wales University (Providence, RI). Contact was made with representatives from both schools. Three Rivers plans to have a hallway career fair sometime in September 2024 and JWU will have a career fair during their fall trimester (date unknown). We plan to attend both. Last month ended up being a busier than normal month for us with 80 runs and our apparatus going out the door 157 times with an average of 7 minutes and 24 seconds from time of call to arriving on scene. We responded to multiple mutual aid runs for structure fires in Franklin, Lebanon, and Windham. Chief Herz attended and hosted one of the stops for the SECCOG tour of the Yantic River flood prone areas starting at the YFD. He fielded questions on how the department continues to operate during these events along with the damage to the station house and property. The group was also curious on what changes needed to be made at the department to continue to operate safely during the weather events. YFD members also assisted the the Norwich LL on Otrobando with a championship game along with attending the Norwich LL Kids Fest a few days later. YFD members continue to cover all firework shows at Dodd Stadium this year through the summer months with a total of 7 shows. Weekly FD training continues at 10 am and 7 pm on Mondays. Membership remains strong with one new applicant this month. Critical needs are the same with the replacement of 1990 Rescue 3 and 1997 Squad 36.
