Commission for Persons with Disabilities Regular Meeting Minutes April 4, 2019, Room 319 6:00 PM Present: Committee Chair Elanah Sherman, Kevin Harkins, Cynthia Litton, Mark Marcy, Kevin Saythany Absent: Laurie Messore, and Lottie Scott Others Present: Brigid Marks, City ADA Coordinator Call to Order: Elanah called the meeting to order at 6:20 PM. Determination of Quorum: It was determined a quorum was present (5/7). Approval of Minutes: On a motion from Kevin H, seconded by Kevin S, the March Meeting Minutes were approved unanimously. Citizen Comments: None. Communications: None. Old Business Commission Vacancies: Commission is still two members short. Two people have expressed interest and are planning to fill out the online application. Charging Stations - NPU Speaker Date: Tabled Westgate Shopping Center - Update: The Norwich Building Official, Jim Troeger, has spoken with the owner, who agreed to create accessible parking. Jim then delegated the matter to Richard Shuck, the Norwich Zoning Officer, who submitted a draft letter to Elanah. Elanah suggested a slight revision, but has not seen the final letter. Elanah will report back at the next meeting. Brown Park Pavement Conditions: Cyndi and Elanah met with Theresa Hanlon (Public Works) at the park to review problems including thresholds, cracking, and lack of access to wharves. Theresa said she believes the whole park needs substantial mediation, but that the cost will require a large allocation in the next budget. For now, she is going to recommend to her department piecemeal remediation of the most critical areas. Festival Respiratory Issues: Tabled New Business By-laws revision: Members conducted an extensive and detailed review of the Bylaws. Elanah will create a draft document reflecting the revisions; she will submit this document to members before the next meeting for final approval at that meeting. In regard to the phone-in policy, Brigid said she would explore purchase of a teleconference speaker box. Other: The commission will begin preparing for October’s Disability Awareness Week at the May meeting. Adjournment: On a motion from Cynthia, seconded by Kevin H, the meeting adjourned at 7:20 PM.
