LAST REVISED 8/19/10 4:05 pm MINUTES COMMISSION ON THE CITY PLAN Tuesday August 17, 2010 - 7:00 P.M. 23 UNION STREET NORWICH CONNECTICUT LOWER LEVEL CONFERENCE ROOM REGULAR MEETING AGENDA ITEMS A, B & C – CALL TO ORDER, ROLL CALL, DETERMINATION OF QUORUM: Chairman Ralph Page called the meeting to order at 7 p.m. Commission Members Present: Ralph Page, P. Michael Lahan, Frank Manfredi, Les King and John Mathieu A quorum was present. Absent: Jeremy Booty and Arthur Sharron Also Present: Michael Schaefer, City Planner, and Jacquie Barbarossa, Recording Secretary D. APPROVAL OF MEETING MINUTES: Upon motion by Michael Lahan and second by John Mathieu the Commission voted unanimously to APPROVE the minutes of the 07/20/2010 Regular meeting and the 8/4/10 Special Meeting. E. COMMUNICATIONS: 1. SUB #404 - Farmview Estates – Acceptance of Cul-de-sac – Memo to Mayor Mike Schaefer stated he had forwarded a memo requesting the acceptance of the road at Farmview Estates. F. PUBLIC HEARINGS: NONE G. OLD BUSINESS: NONE H: NEW BUSINESS: NONE I: EXTENSIONS: 1. SDP#1004 – 135-139 Yantic Rd – Request of Donald Cormier/DC Sheetmetal LLC for 3rd extension of time to post bond and file mylars. Jacquie Barbarossa stated that Mr. Cormier brought in his bond on August 13, 2010 and it was forwarded to Mike Driscoll for review. Motion by Les King, seconded by John Mathieu to remove extension from agenda - unanimous. J: BOND RELEASES: NONE 1 LAST REVISED 8/19/10 4:05 pm K. ZONING MATTERS: 1. V #10-16 – Appeal of Paul Inguanti for property located at 124 Wawecus Street located in a Residential R-80 zoning district. In accordance with Sec.8.1 Permitted Use in an R-80 request to allow conversion from residential to commercial. Mr. Schaefer explained the location of the property and stated it was in an R-80 zone. He stated that a conversion from R-80 to commercial is not in accordance with the POCD or the Zoning Regulations and was inconsistent with both. It was also noted that the Route 2 corridor separated the subject property from any commercial uses. He recommended sending an unfavorable recommendation to the ZBA. There was a brief discussion among the members regarding the location. Frank Manfredi made a motion to forward an unfavorable recommendation to the ZBA, Michael Lahan seconded. The commission voted unanimously to forward an UNFAVORABLE RECOMMENDATION to the ZBA. H. OTHER BUSINESS: 1. C.G.S. 8-24 Council Referrals: Relative to the review of proposed ordinance. AN ORDINANCE PROVIDING FOR THE ABATEMENT OF REAL ESTATE TAXES ON REAL PROPERTY IMPROVEMENTS AND THE WAIVER OF BUILDING PERMIT FEES FOR THE HISTORIC REDEVELOPMENT AND/OR REUSE OF THE PONEMAH BUILDING #1 Frank Manfredi made a motion to suspend the rules to add the referral to the agenda, seconded by John Mathieu. Unanimous – RULES SUSPENDED – ITEM ADDED TO AGENDA Mike Schaefer stated that he had received a referral from the City Council on August 17, 2010 regarding the tax abatement for the Ponemah Mill project. He explained that due to the economy and the clean up, the project was behind schedule. Mike Lahan asked how far along the clean up was. Mr. Schaefer stated they were making slow but steady progress. There was a brief discussion among the committee members as to who got the tax abatements, whether it was the developer or the future residents. Les King stated that for the first 5 years the property was to be rented. Frank Manfredi asked if more specific information regarding the tax abatement could be received. Mr. Schaefer stated he would get the information emailed to the members. Frank Manfredi made a motion to table, seconded by John Mathieu, until more information is received – unanimous TABLED. M. ADJOURNMENT Upon motion by John Mathieu, and second by Michael Lahan, Commission voted unanimously to adjourn the meeting at 7:15 pm.
