COMMISSION ON THE CITY PLAN
Tuesday March 15, 2011 – 7:00 P.M.

QUORUM:
Chairman Ralph Page called the meeting to order at 7:00 pm.
Commission Members Present: Ralph Page, P Michael Lahan, Les King and Arthur
Sharron. A quorum was present.
Absent: Jeremy Booty, Frank Manfredi and John Mathieu
Also Present: Michael Schaefer, City Planner, and Jacquie Barbarossa, Recording
Secretary
D. APPROVAL OF MEETING MINUTES:
Upon motion by Michael Lahan and second by Les King the Commission voted
unanimously to APPROVE the minutes of the 02/15/2011 regular meeting.
E. COMMUNICATIONS:
1. Letter from CT DOT regarding Ponemah Villa Estates - SDP 999A
2. Letter from Fred Emma regarding SUB 421 – Norwichtown Development
The Commission accepted the communications and no action was required.

H: NEW BUSINESS:
1. SDP #1010 – 285 Taftville-Occum Rd. (RT 97) - Hills at Riverview LLC-15
additional multi-family structures containing 10 living units each for a
total of 150 residential units & associated site improvements. Site is
located in MF zoning district and owned by The Hills at Riverview LLC.
Brandon Handfield, from Anchor Engineering Services gave a slide presentation on phases
2 through 8, which will contain 2 & 3 bedroom rental units. There will be a total of 435
parking spaces, which include indoor garage space, paved parking lots and 2% (grade)
handicapped spaces. A pedestrian bus stop has been added along with sidewalks in the
first phase. The density of the site is 11,000 sq. feet per unit. The final recreation area will
connect with existing town trails. Phase 7 will include the future clubhouse and permanent

recreation areas and the final Phase 8, will include the most extensive roadwork by adding
an additional one-way entrance on RT 97.
Mr. Handfield stated that each Phase, as completed, could function independently of future
phases.
Mr. Handfield stated all the drainage systems had been approved by the City Engineer and
meet the 25-year storm event storage requirements for existing and pre-existing conditions.
There will be 15 to 18 feet retaining walls built into the grade. Temporary sediment basins
will also be used. The developer is working directly with NPU for the final utility construction
plan set. Landscaping will consist of street trees, foundation plantings and street lanterns.
Brandon stated that erosion sediment controls were in place and would consist of silt
fences and 2-year decomposable mats that allow grass to grow very well. A storm water
facility operation maintenance program will be in place per the City Engineers request.
Mr. Schaefer stated he had met with the developer and the City Engineer and all concerns
with City Departments had been met. Mr. Schaefer recommended adding a note on the
final plans that requires the owner to maintain hydrants on the site; the final retaining wall
should incorporate a safety fence on top and bond in the amount of $217,873 for phase 2.
He also stated that no work could be started on future phases until phase 2 is completed.
Future phases will require bond approval from the CCP.
Les King made a motion to approve SDP 1010 with note added to plans for owner to
maintain hydrants, addition of safety fence, final design for the infiltration beds will have
adequate venting incorporated as part of the design plan and passbook bond in the amount
of $217,873. Seconded by Art Sharron - unanimously APPROVED W/CONDITIONS.
I: EXTENSIONS:
Mike Schaefer said that Staff had no objection to any of the extensions.

Upon motion by Art Sharron and second by Les King, the Commission voted unanimously
to GRANT the request for the 1st extension to post bond and file mylars.
2. SDP#897C - Modification - 285 Taftville-Occum Road- Request of
The Hills at Riverview, LLC for the 1st extension of time to post bond
and file mylars
Upon motion by Art Sharron and second by Les King, the Commission voted unanimously
to GRANT the request for the 1st extension to post bond and file mylars.
3. SDP#921(B) – 607 Norwich Ave. – Request of HRP Associates, Inc.
for the 3rd extension of time to post bond and file mylars.

Upon motion by Art Sharron and second by Les King, the Commission voted unanimously
to GRANT the request for the 3rd extension to post bond and file mylars.
4. SDP #1008 – 372-378 West Main St & 234 Mount Pleasant St. - Request of
Gershman Brown Crowley, Inc., for the 2nd extension of time to post bond and
file mylars.
Upon motion by Art Sharron and second by Les King, the Commission voted unanimously
to GRANT the request for the 2nd extension to post bond and file mylars.
