COMMISSION ON THE CITY PLAN
POCD UPDATE SUBCOMMITTEE
Tuesday, March 20, 2012 - 7:00 P.M.

QUORUM:
Ralph Page called the meeting to order at 7:00 p.m.
Committee Members Present: Ralph Page, Peter Davis, Bob Mills, Deb Hinchey, Keith Ripley
and Sofee Noblick
Absent: Les King
Also present: P. Michael Lahan, and Jacquie Barbarossa, Recording Secretary
A quorum was present.
D. APPROVAL OF MEETING MINUTES:
Upon motion by Bob Mills and second by Deb Hinchey the members voted unanimously to
APPROVE the minutes of the December 15th Special Meeting.

F. OLD BUSINESS: None
G. NEW BUSINESS:
1. POCD Update – Presentation by Planimetrics - Workshop Summary
Jason Vincent from Planimetrics gave an update from the workshop sessions with a strategy for
Greeneville. He presented a map pointing out the Shetucket River greenway/open space and
stated the City should embrace the river with trails and connections to other open spaces such
as Occum Park and Mohegan Park. He also pointed out 5 key sites for development including
Greeneville Center, Mill Redevelopment, Boswell Ave/Rt. 12, the former Greeneville School site
and the auto district along North Main Street.
There was discussion among the committee regarding the creation of districts and ideas that
were presented were a way to make a connection with the public. Jason stated that the final
strategies presented would be general enough to be flexible to fit in with the conservation and
regional plan.
Mr. Vincent then showed a map of the Westside of Norwich with the Thames River as a blue way
not a greenway stating that public access points should be added. He showed 6 sites consisting
of Shipping Street/Thamesville, State DOT Garage, Staples Plaza, the five corners intersection
of Asylum St and West Main, Church Development Site and the Marcus Plaza.

There was discussion of redevelopment of sites by adding multiple stories and that parking
requirements would need to be considered.
The committee invited Mr. Vincent to attend the Parking Commission meeting on March 29th at
5:00 pm.
