LAST REVISED 09/17/12 11:55am MINUTES COMMISSION ON THE CITY PLAN POCD UPDATE SUBCOMMITTEE Wednesday, September 12, 2012 – 6:00 P.M. 23 UNION STREET NORWICH CONNECTICUT LOWER LEVEL CONFERENCE ROOM SPECIAL MEETING AGENDA ITEMS A, B & C – CALL TO ORDER, ROLL CALL, DETERMINATION OF QUORUM: Ralph Page called the meeting to order at 6:03 p.m. Committee Members Present: Peter Davis, Ralph Page, Les King, and Keith Ripley Absent: Deb Hinchey, Sofee Noblick, and Bob Mills Also present: Glenn Chalder, President-Planimetrics, Jason Vincent, NCDC and Jacquie Barbarossa, Recording Secretary A quorum was present. D. APPROVAL OF MEETING MINUTES: Upon motion by Les King and second by Keith Ripley, the members voted unanimously to APPROVE the minutes of the August 21st Special Meeting. E. COMMUNICATIONS: None F. OLD BUSINESS: None G. NEW BUSINESS: 1. POCD Update – Presentation by Planimetrics – Planning & Programming continued – Peter Davis stated that Glenn Chalder would continue the review of the Preliminary Planning Program booklet and that the committee should stay on task in order to complete the draft POCD for Council to review by year end. Mr. Chalder told the committee members to review the items highlighted in yellow since those where the new items being added to the POCD and to discuss those items in particular if they had any questions. The committee reviewed pages 14-39 making comments as needed. Mr. Chalder stated the City’s existing POCD was 142 pages. He felt this POCD would be in the 80-100 page range consisting of 2 volumes; the 2nd volume being the implementation guide. He stated he wanted to get a draft plan to the members 2 weeks before the next meeting in October. 1 LAST REVISED 09/17/12 11:55am Mr. Davis stated he would like the spreadsheet format included in the responsibility section to enable changes or modifications as needed.
