CDAC PUBLIC HEARING MINUTES PUBLIC SERVICES APRIL 19, 2010 3:00 P.M. ROOM 335 Members Present: Chairman Les King, John Mathieu, Red McKeon, Lynn Norris, Ed Derr, and Demo Angelopoulos Also Present: Beverly Goulet, Susan Goldman and Linda Lee Smith Chairman Les King called the CDAC Public Hearing to order at 3:03 p.m. Beverly Goulet introduced herself informing everyone that she has the responsibility with the administration of the CD office. She asked that all presentations be limited to 10 minutes, and if their organization received grant funds last year please update on what their status is. Also on the Public Service Application item D was missing with population area benefit, and to identify and describe the target population and/or if it serves a low-income census tract. Beverly Goulet wanted to make it clear that she is administering the CDBG Program but she has no decision-making power for this funding. The decision is up to the CDAC. Below are listed the names of the organizations, the presenter(s) with the amount of funding requested for PY 36. Norwich Adult Education/ESOL Classes - $15,000 - Cheryl Eagan Their original application had an error on how many people would be served. They anticipate serving 30 at the Adult Ed and 10 at Madonna Place. Norwich Youth & Family/Family Therapist & Coordinator - $107,616 Kay Eyberse Norwich Recreation Dept./Scholarships – $25,000 - Luis DePina Thames Valley Music School at Connecticut College/Scholarships - $10,000 James McNeish Mark Cook, Norwich resident spoke in support of the Thames Valley Music School. NHS/Hospitality Center - $29,500 – Mary Bartlett The Supportive Housing Program - $15,000 – Mary Bartlett Literacy Volunteers - $12,000 Susan Townsley Bethsaida Community Inc./Katie Blair House - $10,000 – Brenda Thibeault Chairman Les King asked Ms. Thibeault on page 3 of 13 of their application if Ms. Silva could please prioritize the items listed and attach a number to each of the line items listed. CT Legal Services, Inc. $20,000 – Joanne Lewis Martin House/Defraying Costs - $6,889 – Tom Hyland Big Brothers/Big Sisters - $4,000 – Joseph Petroff NPS Uniform Assistance for Homeless Families - $12,500 – Joe Stefon NHS/Food Pantry - $10,000 – Janice Thompson NHS/Norwich Works - $51,637 – Janice Thompson NHS/Childcare Assistance Program - $15,000 Janice Thompson NAACP - $7,000 – Shiela Hayes Reliance House/Childcare Scholarships - $7,500 – Kerry Bilda Luke Serwinski also spoke in support of Reliance House UCFS - $30,000 – Joanne Smart & Nancy Cowser Women’s Center - $15,000 – Cathy Zeiner The Public Hearing ended at 6:15 p.m. There was some discussion on the number of Norwich residents being served. Susan Goldman said the recipients hand in their quarterly reports stating how many Norwich residents they’ve served. The committee in the past spoke about wanting the funds to go towards new programs; and this year there seems to be quite a few of applicants applying for continuing programs. 5-Year ConPlan Consultant The committee received five RFP’s for the 5-Year ConPlan Consultant. John Mathieu made a motion, seconded by Red McKeon to hire Milone & MacBroom to do the 5 Year Consolidated Plan. The motion carried unanimously. There was some concern over the $250,000 boiler request for the YMCA. The City does not own the building or have a lease on it. They also came in for Stimulus money last year. A motion made by John Mathieu, seconded by Demo Angelopoulos to adjourn. The motion carried unanimously. The meeting ended at 6:47 p.m.
