Call to Order The CDAC meeting was called to order at 4:30 PM. 2. Approval of Minutes Motion was made & seconded to approve the minutes of the 2/27/19 meeting. 3. 2019 CDBG Application Presentations The presentation schedule was as follows: 4:30 PM Community Development Demolition Community Development Director Kathryn Crees presented. Ms. Crees explained that after attending meetings of the Board of Review / Dangerous Buildings Committee, she determined there was a need to request funding for demolition. Subsequently it has come to her attention that the City is proposing $500,000.00 of demolition funding in the annual budget; therefore there does not seem to be an immediate need for funding from CDBG. 4:40 PM City of Norwich Property Rehabilitation & CD Administration Community Development Director Kathryn Crees presented. Ms. Crees stated that the CD office has achieved spending thresholds of multi-year project money as well as revolving loan. It took a great deal of work to reach this goal and we will need to be able with the applications the office continues to receive for the program. Ms. Crees stated the CD Administration is what it will take to run the office. The amount requested is determined by 20% of the HUD approved funding combined with the revolving loan expenditures. Ms. Crees noted that both the 5 Year Consolidated Plan and Analysis of Impediments will be coming due this year; this would cost approximately $35,000 to hire a private consultant to prepare. 4. Deliberations • The ARC of NL County application was withdrawn. The request was ineligible because the applicant was not the owner of the house. • The Norwich Code Enforcement application was withdrawn. The HUD Regulations do not allow for the activities needed by the department. • The Norwich Fire Dept. EOC application was withdrawn. The equipment was not eligible as a City-Wide activity.
