JOINT LEGISLATIVE COMMITTEE MEETING OF THE
BOARD OF DIRECTORS OF
CONNECTICUT MUNICIPAL ELECTRIC ENERGY COOPERATIVE
November 30, 2018
The Joint Legislative Committee of the Board of Directors of Connecticut Municipal Electric
Energy Cooperative (“CMEEC”) and Connecticut Transmission Municipal Electric Energy
Cooperative (“CTMEEC”) met at CMEEC’s office on Friday, November 30, 2018
The following Committee Members (for 2018 & 2019) participated:

Ms. Kachmar recorded.
Committee Chairman Louis Demicco called the meeting to order at 9:35 a.m. and announced that
Tim Shea of Brown Rudnick, government relations counsel for CMEEC, was at the meeting to
provide a Connecticut Government Relations Update to the Legislative Committee. The
Committee members and CMEEC staff in the room announced their names for those
participating by telephone.
Mr. Shea reviewed the current CT legislative landscape that resulted from recent elections. He
named the Executives elected, Constitutional Officers, CT State Senate, CT State House of
Representatives, and the Legislative Delegation for CMEEC’s member regions. He informed the
Committee that the session convenes on January 9, 2019, individual Legislators have until the 2nd
or 3rd week in January to raise Proposed Bills, Committees have until mid-February to raise
Committee Bills and submit Raised Bills, and that the regular session concludes on June 5, 2019.
Mr. Shea then identified the major issues for 2019 which include the State Budget, Economic
Growth, Health Care, Education, and the “Big Five”, which are (1) minimum wage increase, (2)
paid family & medical leave, (3) highway tolls / trucks, (4) sports betting, and (5) recreational
marijuana.
Mr. Hedrick communicated that at the request of Senator Cathy Osten he was preparing a slide
presentation to address the Southeastern Delegation. The Committee discussed various scenarios
for the presentation content and agreed to develop a proactive agenda that Mr. Shea could use
when discussing matters with Legislators. Mr. Hedrick agreed to forward the presentation to the
Committee and ultimately the Board of Directors for input. The Committee agreed to reconvene
at 2:30 p.m. on Wednesday, December 5, 2018.
There being no further business, a motion was made by Committee Chairman Demicco,
seconded by Committee Member Throwe, to adjourn the meeting.
Vote Passed.
There being no further business to come before this Committee, the meeting was adjourned at
11:08 a.m.
