JOINT LEGISLATIVE COMMITTEE MEETING OF THE
BOARD OF DIRECTORS OF
CONNECTICUT MUNICIPAL ELECTRIC ENERGY COOPERATIVE
December 5, 2018
The Joint Legislative Committee of the Board of Directors of Connecticut Municipal Electric
Energy Cooperative (“CMEEC”) and Connecticut Transmission Municipal Electric Energy
Cooperative (“CTMEEC”) met at CMEEC’s office on Wednesday, December 5, 2018.
The following Committee Members (for 2018 & 2019) participated:

Committee Chairman Louis Demicco called the meeting to order at 2:41 p.m. He asked that
those in attendance and participating by telephone identify themselves for the record.
After consideration it was determined that the meeting would be held in Public Session.
Agenda Item (1) Review of Draft Slide Deck for City of Groton
Justin Connell provided an overview of the Groton Utilities PRISM report handout. He noted
that the PRISM report is created for and reviewed with all the Member Utilities. Mr. Connell
noted that CMEEC evaluates and uses a large amount of data that can be made available to the
CMEEC members to differentiate rate structures and make comparisons. Committee Member
Keith Hedrick provided an overview of the draft slide deck titled “Council of Governments
Presentation”. This presentation is designed to provide insight into CMEEC’s effort to maintain
low and stable rates for its member utilities so that they in turn can provide low rates to their
ratepayers.
Discussion followed with respect to crafting the information on each slide. Mr. Hedrick stated
that even though the stated purpose of the slide deck was to present to the Council of
Governments, it may be used by CMEEC and its members.
Agenda Item (2) Review and Discussion of Draft 2019 Legislative Agenda
Timothy Shea of Brown Rudnick provided a brief history of the intent and approval process of
the Draft 2019 Legislative Agenda (the “2019 Agenda”) he distributed. He stated that the 2019
Agenda was created based on his notes of conversations. He added that this Legislative
Committee would be tasked with making a recommendation to the Board of Directors to approve
the 2019 Agenda and Brown Rudnick would proceed to carry out the activities noted on it. Mr.
Shea stated that he and Paul Afonso will be attending the December 20, 2018 Board of
Directors’ meeting and will bring the 2019 Agenda to that meeting.
After discussion, Committee Chairman Demicco asked for, and received, consensus to
recommend the 2019 Agenda to the full Board of Directors at its December 20, 2018 meeting.
There being no further business, this meeting adjourned at 4:06 p.m.
