BOARD OF REVIEW, DANGEROUS BUILDINGS
MINUTES OF THE JANUARY 27, 2010 REGULAR MEETING
Committee members present: Chairman Gary Schnip, Sofee Noblick, Richard Caron
and Andy Zeeman.
Committee members not present: Jim Quarto
Others present: James Troeger, Alderman Tucker Braddock and Darlene Fedus-
Papineau
The meeting was called to order at 5:30. A quorum was present and all members
present were voting.
Agenda items 1, 2 & 3:
The minutes of the December 2, 2009 meeting were reviewed. Upon motion by
Sofee Noblick and second by Richard Caron, the Committee voted unanimously
to approve the minutes as submitted.
4. Communications: Gary Schnip stated that he had received no correspondence.
5. Blight updates/concerns:
1. 102 Stonington Road: James Troeger stated that his office had not received
a response to the previously sent Notice of Violation, therefore,a citation was
issued.
2. 45 Uncas Street: Jim Troeger gave the owner another letter pertainting to
the status of the dilapidated garage. Jim Troeger and Ed Martin had a
meeting with Corporation Council and Alan Bergren. All were in agreement
that the garage should be taken down. Estimates from Salecon for the
demolition were $6500.00 plus abatement. Jim Troeger wanted to get
permission from the owner to go on the property but was refused. The owner
stated she would get back to Jim regarding permission to go on property. Mr.
Troeger called Corporation Council to start procedures to obtain a court order
as required for the City to demolish the barn.
3. 117 Broad Street garage: Code Enforcement Officer George Gardner
contacted the owner via certified mail and ordered the garage to be
demolished in the fall. Mr. Gardner received a call from the owner on Friday
22, 2009 and he stated he will get someone to demo it, no date was given.
4. 98 Washington Street-Cassidy house: The Board discussed the idea of
inviting the property owner to come to a meeting to get the status of the
property.
5. 120 Laurel Hill: Andy Zeeman informed the Board he has a concern with the
front porch of the property and the disrepair it is in. Jim Troeger told the
Board he would have George Gardner and Ed Martin check into it.

6. 88 Prospect Street: The property owner has received citations for the
property.
7. 182 Central Avenue: Mr. Schnip stated that there is a accumulation of junk
on the sidewalk.
8. 60 Broad Street: Bank owned, dumpster and tarp on property.
9. 17 West Town Street: Scaffolding still on property.
6. Public Comments: Sandra Alexander of 65 Union Street had concerns
regarding the ongoing construction of 70 Union Street. She also had
questions as to the role that the Board of Review has. Chairman Schnip
explained the Boards role and how it pertains to blighted properties. Jim
Troeger assured Ms. Alexander that the property owner of 70 Union Street
has hired an engineer and is working on the deficiencies that the engineer
found. Ms. Alexander also stated she had issues with the safety of the
workers. Mr. Troeger stated that the contractor/owner does have workers
comp. Mr. Troeger and the Board commended the resident for coming in and
voicing her concern.
7. Agenda Setting and Adjournment:
The agenda for the 02/24/10 meeting was set. Upon motion by Gary Schnip and
seconded by Sofee Noblick the Committee voted unanimously to adjourn at 6:25
p.m.
