BOARD OF REVIEW, DANGEROUS BUILDINGS MINUTES OF THE August 25, 2010 REGULAR MEETING Committee members present: Chairman Gary Schnip, Jim Quarto, Richard Caron, Andrew Zeeman and Alderman Tucker Braddock. Committee members not present: Sofee Noblick Others present: James Troeger, Darlene Fedus-Papineau and Edward Martin. The meeting was called to order at 5:30. A quorum was present and all members present were voting. Agenda items 1, 2 & 3: The minutes of the May 26, 2010 meeting were reviewed. Upon motion by Richard Caron and second by Tucker Braddock, the Committee voted unanimously to approve the minutes as amended. 4. Communications: Letter from The Norwich Historical Society. 5. Blight updates/concerns: 1. 45 Uncas Street: Mr. Troeger has been in contact with Chris Freyer, Corporation Counsel. As of this date nothing has moved forward. Mr. Braddock stated that due to safety issues the shed should be demolished as soon as possible. He noted there are many young children in the area. Mr. Martin informed the Commission that the property is in litigation and therefore at the present time is not in the citation process. 2. 98 Washington Street: Mr. Martin informed the Commission the property owner has been given an extension on work that was to be performed and hasn’t done as requested. Mr. Martin has started the citation process for exterior paint, handrails/guards and stairs. 3. 554 East Main Street: The property is boarded up, fenced in and secure. 4. 8 West Town Street: Mr. Troeger received and unreadable GIS from the State. Mr. Schnip asked Mr. Martin to check the grass and sumac that is growing over the fence. Mr. Martin will do a drive by. 5. 631 North Main Street: Mr. Martin has been in contact with Gary Ritacco and he stated he will clean it up. Mr. Zeeman stated he is concerned with the vehicles and contents that are dumped off behind the package store. Mr. Martin will check on the contents that have been dropped there. Mr. Braddock stated he wished the property owner would put up a gate so no one would have access to the area. 6. 77 Chestnut Street: Mr. Troeger informed the Commission that all letters and correspondence that was sent to the property owner has been returned Page1 of 2 by the Post Office. The property is in foreclosure and the Commission will be informed by the next meeting of September what the status is. 7. 62 North Main Street: Mr. Martin has sent out citations for weeds. 8. 196 Yantic Street: There is a tour of City Officials scheduled for September 2nd, 2010 at 8:30 a.m. PWD will not secure the building until the walk-thru. DEP has ticketed the property for containments. 9. 71 McKinley Ave: The barn has been demolished and the site is restored. 10. Public Comments: None 11. Agenda Setting and Adjournment: The agenda for the 09/22/2010 meeting was set. Upon motion by Tucker Braddock and second by Jim Quarto the Committee voted unanimously to adjourn at 7:00 p.m. Page2 of 2
