BOARD OF REVIEW - DANGEROUS BUILDINGS
WEDNESDAY DECEMBER 21, 2011
DRAFT MINUTES
Committee members present: Gary Schnip, James Quarto, H Tucker Braddock, Andrew Zeeman,
Jim Troeger arrived at 5:33 p.m.
Committee members not present: Richard Caron
Others present: Atty. Samuel Browning, James Troeger, Joe East.
1. Call to Order: Gary Schnip called the meeting to order at 5:30 p.m.
2. Determination of a Quorum: It was determined that a quorum was present.
3. Acceptance of Minutes from November 16, 2011: The minutes of the November 16, 2011 meeting
were reviewed. Upon motion by H Tucker Braddock, seconded by James Quarto, the Board
voted unanimously to approve the minutes as amended.
The 2012 Schedule of Meetings was reviewed. Upon motion of H Tucker Braddock seconded by
Sofee Noblick it was unanimously voted to cancel the December 2012 meeting and accept the
schedule as amended.
4. Communications: 2 Emails were received for review:
a. An email on December 17, 2011 from Chief Scandariato regarding 54-58 Broadway. It is a 4
story wood with entanglement wiring issues, holes in every floor, and structural integrity issues.
Jim Troeger states that there is water damage but it is being worked on. It has been
condemned. The owner has a roof permit. Jim Troeger will ask the owner to come to the next
meeting to discuss his intentions.
b. An email on December 17, 2011 from Leland Loose regarding Rockwell Street. Jim Troeger
states he hasn’t received any plans from the owner yet. He is however speaking with the
owner weekly so no letter will be necessary at this time.
5. Blight updates/concerns:
a. 77 Chestnut Street – Environmental assessment is being done, it is city owned.
b. 53 Washington Street – Jim Troeger has been in touch with Amy Wickless and believes she is
waiting to see if the auction offer has been accepted.
c. 105-122 Chestnut Street – An assessment is being done.
d. 45 Uncas Street – This has been completed.
e. 60 School Street – Ed Belli – Owner going to give an answer on whether he’s going to demo it
or not. Jim Troeger will contact him for a definitive answer.
f. 145 Wightman Avenue – Work seems to have started but very slow. No plans submitted and
no permits issued yet. Jim Troeger will speak with the owner.

g. Gifford Street (Raymond) leaning shed – Currently there has been no progress . The owner
has been informed that the City is concerned about it.
h. 15 Park Street – A new citation has been issued. The owner came in for a hearing to contest
it. The owner has been working on it this past week. There was damage caused by a
snowstorm if February. He has been given 30 days to clean up the property.
6. Public Comments:
a. H Tucker Braddock brings up a property where a fire occurred several years ago at 130
Prospect Street. He would like to know what is happening with this property.
b. H Tucker Braddock also brings up a property on the corner of Manwaring and Norwich New
London Turnpike. The property is in extreme disarray.
c. James Quarto brings up a property on East Main Street that Marge Blizzard requested he
discuss. There is a smoke stack in back that is really in bad shape and she would like the
committee to look into it. Jim Troeger will look into it.
d. Jim Troeger explained about the White Barn (Joe Casey) on the City line. Someone stole
all the copper from the place and made a big mess and the place has been being cleaned
up. Jim Troeger will check on this property again.
e. Andrew Zeeman brings up a garage on Broad Street that is leaning. Jim Troeger will look
into it.
f. Andrew Zeeman also brings up 15 Curran Street to ask if anything has been started. Jim
Troeger states yes he has started.
g. Andrew Zeeman also brings up 9 ½ Fountain Street to ask if it is City owned. Jim Troeger
will look into this and will plan a road trip to look at the property.
h. Gary Schnip brings up a property on West Thames Street. They did ply wood the windows
but he would like to know if the Committee can make them paint the wood. Jim Troeger will
request that they do that.
Jim Quarto asks Jim Troeger if Ed Martin is still keeping track of all the foreclosures in town and if so
how many there are currently.
7. Other: There are no other items to be brought before the board.
8. Agenda setting for the next meeting – the next regularly scheduled meeting will be January 25,
2012.
9. Adjournment:
Sofee Noblick motioned to adjourn, seconded by H Tucker Braddock, and the meeting was
adjourned at 6:13 p.m.
