BOARD OF REVIEW - DANGEROUS BUILDINGS WEDNESDAY FEBRUARY 22, 2012 MINUTES Committee members present: Gary Schnip, James Quarto, Andrew Zeeman, Sofee Noblick, Richard Caron Committee members not present: VACANCY. Others present: James Troeger 1. Call to Order: Gary Schnip called the meeting to order at 5:32 p.m. 2. Determination of a Quorum: It was determined that a quorum was present. 3. Acceptance of Minutes from January 25, 2012. Upon motion by James Quarto, seconded by Richard Caron, the Board voted unanimously to approve the minutes. 4. Communications: None. 5. Blight updates/concerns: a. 77 Chestnut Street – Barry has had the main building and little building behind it surveyed. He is putting together numbers for the Council. b. 60 School Street – Ed Belli – There were people working there today . c. 145 Wightman Avenue – There has been no change. Jim Troeger will send a citation d. 105 Stonington Road (Garage) – Bank owned. Ed is gathering information . e. 27 Sherman Street – Building to be removed. Jim will continue watching and report back to the committee. Watch List: f. 205 Gifford Street (Raymond) leaning shed – Currently there has been no progress . The owner has been informed that the City is concerned about it. Jim will continue watching this. g. 54-58 Broadway – Nothing has been done since the last Committee Meeting. Jim will continue watching this. h. 60 Broad Street – They’re cleaning the property. It is being cleaned up and they’re working with Haz-Mat. Work is on-going. Will continue watching. i. Curran Street – Jim Troeger has given them notice that it has to be taken down. He will continue watching this. j. 26 Hinkley Street – There was a fire there about 1 ½ years ago. Financing numbers have been brought to the Council for the cleanup. Jim wants to get this cleaned up as soon as possible. Board of Review – Dangerous Buildings 02/22/2012 Minutes Page 2 k. 556 East Main Street (Smoke Stack) – Jim Troeger asked the owner to attend the next meeting for an update. He has not received a reply yet. He will continue attempting to contact the owner. Sofee wishes to discuss several properties that are on the Auction list. 53 Washington Street – Sofee suggests that perhaps 47, 49, 51, and 53 Washington Street should be auctioned as a group together. It combined equals 1/3 of an Acre. Gary Schnip motions to recommend to the Council that they combine 47, 49, 51, and 53 Washington Street and auction them as one lot not to be broken apart again, seconded by Jim Quarto. The motion passed unanimously. 9 ½ Fountain Street – The City is about to acquire 9 Fountain Street. All three lots should be combined together for the Homestead program. The City could then require that 9 ½ be taken down. Andrew Zeeman motions to recommend to the Council that they pull 9 ½ Fountain Street from the upcoming Auction, seconded by Jim Quarto. The motion passed unanimously. l. 10 John Street – m. 165 Tallman – Rose City Land Trust – n. 631 West Main Street – o. 196 Yantic Street – Art Form – This should be pulled from the auction. p. 30 & 32 Laurel Circle – It seems to be wet. Maybe a flag lot. 28 Ridgewood and Woodland. q. 15 Arthur Street – Perhaps the City should hold onto this property. Jim Quarto motions to recommend to the council to pull 15 Arthur Street from the Auction for future Heritage Trail use, seconded by Andrew Zeeman. The motion passed unanimously. 6. Public Comments: There are none. 7. Other: There are no other items to be brought before the board. Sofee wishes to discuss 105 Chestnut Street. It is currently in Hal Pancierra’s development agreement. He wants to tear down half and keep the garage. There has been an engineering study and there are plans drawn up. Also, 130 Prospect Street – the fire house in back. Jim Troeger spoke with Ed Martin. The house is boarded up and it is not a dangerous building so there isn’t anything the City can cite them on. Richard Caron asks about across from Laurel Hill. There’s an old boat and a pile of mattresses. It looks like someone is using it as a dumping ground. There are a couple buildings on that property. One of them is on the market now. Is anything being done with them? Jim went through them a little while back and nothing has happened since then. They’re both vacant. They are owned by an investor. Gary Schnip wants to discuss the property on the corner of Sachem and Lafayette. There’s a bunch of junk behind it. It has gotten very ratty. Andrew Zeeman wishes to discuss 191 or 193 Broad Street. It has a porch that has a steep drop off and not much holding it up. It seems to be very unsafe. Jim Troeger will look into it. 8. Agenda setting for the next meeting – the next regularly scheduled meeting will be March 25, 2012. 9.
