SCHOOL STREET COMMITTEE ORGANIZATIONAL MEETING MINUTES WEDNESDAY JANUARY 22, 2014 6:00 p.m. Members Present: Gary Schnip, Andrew Zeeman, Alderwoman Sofee Noblick, Joseph East, Dale Plummer (Left at 7:00 pm), Richard A. Caron Sr., James M. Quarto 1. Call to Order – Committee Chair Andrew Zeeman called the meeting to order at 6:24 pm. 2. Determination of a Quorum – It is determined a quorum is present. 3. Communications – None 4. Discussion – Sofee Noblick states that evictions have begun. It is believed that NPU repaired a broken boiler. It is unsure who paid for that repair. Dale Plummer asks if any attempts have been made to talk to the tenants before evicting them. Sofee Noblick states she is unsure. Dale Plummer states he does not personally approve of this action. That makes it vacant and open to vandalism. The current tenants may have wanted to work on taking the building. He is going to go talk to them to see what their thoughts are. Richard Caron Sr. asks if the City is receiving any rent. Sofee Noblick states the City is not receiving rent. If they want to stay they must remove the liability from the City. Dale Plummer states the City should be eligible for the HipTag program. It is a matching grant that is good for planning, architectural, surveys, etc. Historic restoration fund – State Historic Preservation office gives up to $200,000 matching funds, and this program is for municipalities and nonprofit only. Andrew Zeeman asks what do we do then. Dale Plummer states that there will be historic changes that must be kept up for certain amounts of time. He also states he feels the City should do something to put their seal on it. Sofee Noblick states the City doesn’t have funding for this or anything else. Dale Plummer reminds the committee that this is a precious resource we don’t want to lose. Andrew Zeeman asks if we can get some of this historic information. Dale Plummer replies he will get it to the committee. Sofee Noblick asks if these properties are on 1 or 2 property cards. Andrew Zeeman replies it is 2 deeds. (Recording Secretary Christine Averna also replies that there are 2 street cards that were handed out at the last meeting). Sofee Noblick asks if the committee should stop meeting until the evictions are done. Fountain Street 1/22/2014 Minutes Page 2 Andrew Zeeman replies that it is better for the committee to continue meeting and maintaining updates on the status so it doesn’t get lost or forgotten. 5. Other – Alderwoman Sofee Noblick motions to change the meeting time for all future meetings to 5:00. Jim Quarto seconded and the motion passed unanimously. 6. Public Comments – Jim Heist agrees that the committee should still meet. We can still discuss about requirements. 7. Next meeting – the next regularly scheduled meeting is Wednesday, February 26, 2014 8. Adjournment – Upon a motion of Jim Quarto, seconded by Sofee Noblick, it was unanimously voted to adjourn at 6:47 pm.
