BOARD OF REVIEW - DANGEROUS BUILDINGS MINUTES
Wednesday, November 28, 2018, 5:00 PM
Committee members present: Chair Gary Schnip, Alderwoman Stacy Gould, Tucker Braddock and
James Heist
Committee members absent: James Quarto and Darryl Wickham
Others Present: Building Official James Troeger and Blight Officer Brittany Williams
1. Call to Order: Chair Gary Schnip called the meeting to order at 5:26 PM.
2. Determination of a Quorum: It was determined that a quorum was present.
3. Acceptance of Minutes: On a motion by Tucker Braddock, seconded by Jim Heist, the minutes of the
October 24, 2018 meeting of the Board of Review (BOR) were approved as presented.
4. Public Comment: None
5. Communications: None
6. Blight updates/concerns:
a) 62 North Main Street: Jim T reported the owner was unavailable to come to this meeting.
b) 554-556 East Main Street: Jim T reported this property is still in the compliance period.
c) Jordan’s Retaining Wall: Britt reported the debris has been removed.
d) 38 West Main Street, Marina Towers: Britt reported she spoke to the property manager. The
vegetation will be trimmed in the near future.
e) 61 Lincoln Avenue: Britt noted that a neighbor has been in contact with the city again due to the
blighted condition of the property preventing the sale of her property.
f) 31-33 Cliff Street: Britt reported there has been no change.
g) 62 Plain Hill Road: Jim T reported there is only one owner now. Britt said a foreclosure is in
process by the city. By spring 2019 the city should have ownership. There are interested parties.
Britt reported taxes and liens-in-process total about $25,000.
h) 212 Prospect Street: Alderwoman Gould reported she spoke to NPU Interim General Manager
Chris LaRose about the property.
i) 87 5th Street: Britt reported that she contacted the health department. Boarding-up will take place.
j) 34-36 Slater Avenue: Britt reported the liens will be processed as blight liens.
k) An extended discussion took place on property disposition.
7. Watch List:
a) 231 Broadway: No report.
b) 6 Huntington Avenue (storage structure): No report.
c) 253 Broadway: No report.
d) 241 Broadway: No report.
e) 337 – 341 Main Street (YMCA): No report.
8. Foreclosure in Progress:
a) 29 Boswell Avenue: Alderwoman Gould reported Attorney Wickless said the foreclosure is
complete. The city owns the property.
b) 26 Elijah Street: Alderwoman Gould reported that Attorney Wickless said the foreclosure is
complete. The city owns the property.
9. City Owned Properties:
a) 270 West Thames Street: No report.
b) 13 Baltic Street: Alderwoman Gould reported that the title is still being cleared. The city should
have clear title within 45 days.
c) 11 Lake Street: Jim T reported that an RFP has been drafted. He is currently reviewing the
specifications.
d) 482-492 Norwich Avenue: Alderwoman Gould reported that the PWC recommends the structure
be demolished.
e) 43 Fountain Street: Alderwoman Gould reported this property will be included in the next round of
property disposition decisions within the city.
f) 504 East Main Street: Alderwoman Gould reported that Jeff Brining will come to the next PWC
meeting. The property is owned by NPU.
g) 702 New London Turnpike: Alderwoman Gould reported this will be discussed by the PWC.
h) 23 Whitaker: Alderwoman Gould reported this will be part of the next round of disposition
decisions within the city.
10. Other:
a) Public Works Committee (PWC) Report: Alderwoman Gould reported that an NPU representative
will attend the next PWC meeting.
b) RFP Checklist: The BOR will address this in January at the next regular meeting.
c) 7 Woodlawn Terrace: Britt reported this is a neglected property. The back taxes are
approximately $10,000. Attorney Wickless has no record of action taken. The committee agreed
to add this property to the Watch List.
11. Next meeting: The next regular meeting will be Wednesday, January 23, 2019 at 5 PM.
12. Adjournment: On a motion by Tucker Braddock, seconded by Jim Heist, the Board of Review
unanimously adjourned at 7:12 PM.
