HARBOR MANAGEMENT COMMISSION MEETING MINUTES Tuesday, November 27, 2018 City Hall, Room 319, 5:00 PM MEMBERS PRESENT: Chair Tucker Braddock, Michael Gualtieri, Jerry Martin, Mark Sicuso & Zechariah Stover OTHERS PRESENT: Officer Krodel & Recording Secretary Melinda Wilson MEMBERS ABSENT: Alderman Joseph DeLucia, Alderwoman Joanne Philbrick and Peter Barber CITIZENS PRESENT: None 1. Call to Order: Chair Tucker Braddock called the meeting to order at 5:00 PM. 2. Determination of Quorum: It was determined a quorum was present. 3. Approval of Minutes: On a motion by Zechariah Stover, seconded by Mark Sicuso, the October 23, 2018 meeting minutes of the Harbor Management Commission (HMC) were approved as presented. Mike Gualtieri and Jerry Martin abstained due to non-attendance. 4. Community Policing Report: Officer Krodel of the Norwich Police Department had no report. 5. Correspondence: a) Financial Reports: Mike Gualtieri reviewed the financial report’s year-to-date disbursements and revenues. On a motion by Mark Sicuso, seconded by Zechariah Stover, the October financial report was unanimously accepted as presented. 6. Harbor Master Report: Harbor Master Rich Thayer was not present. Tucker reported the no-wake buoy has been removed. It is safely stored until next spring when it will be installed at the same coordinates again. 7. New Business: None 8. Old business: a) Survey Update: The survey is closed. Over 100 responses were received. Data is being compiled. Results will be presented at the next meeting. b) Osprey nest: Tucker reported that Chris LaRose has been named Interim General Manager at Norwich Public Utilities. Tucker met with him. Chris requested coordinates for the proposed nests. The permit process has not been completed. Mike reported that Ken Lee has a Norwich Boy Scout 1  interested in the project. c) Obstruction on east branch of the Yantic River: Tucker reported that Harbor Master Rich Thayer will take care of marking the obstruction. d) Harbor Management Plan Review Update: Tucker reported the draft will be emailed to members prior to the next meeting. 9. Citizen Comment: None 10. Other: a) Seaplane landings in the harbor: Tucker reported that Geoff Steadman is looking into the regulations regarding regularly scheduled sea plane landings. Jerry had questions about the no- wake speed. Also, he questioned who would be responsible if hulls were damaged by large wakes caused by the sea plane landings. Mark referenced creating a plan for revenue generation from the landings. Tucker also reported he contacted the interested company which is based in Florida. They are in the planning stage of expanding their routes. 11. Adjournment: On a motion to adjourn by Jerry Martin, seconded by Zechariah Stover, the Harbor Management Commission meeting adjourned at 5:22 PM.
