MINUTES OF NORWICH ETHICS COMMISSION MEETING October 9, 2018 MEMBERS PRESENT Robert (Mac) Ballard Christopher Dixon Kathryn Lord Carol Menard Robin Lawson MEMBERS ABSENT All present ALTERNATES PRESENT None ALTERNATES ABSENT None OTHERS PRESENT Recording Secretary Melinda Wilson 1. Call to order: Chair Carol Menard called the October 9, 2018 meeting to order at 6:00 PM. 2. Determination of Quorum: It was determined a quorum was present. 3. Approval of Minutes: The minutes of the September 10, 2018 Ethics Commission (EC) meeting were presented. On a motion by Chris Dixon, seconded by Mac Ballard, the September 10, 2018 minutes were unanimously approved as presented. 4. Citizen Comment: None 5. New Business: Chair Menard reviewed the term of officers. The terms as officers coincide with commission terms. The Chair and Vice Chair terms will continue until October 18, 2019. The commission members agreed to issue a letter to Mayor Nystrom or the City Council informing him that new members will be needed. Also there is currently no alternate member and two open alternate positions. Chair Menard will contact the City Clerk for the appropriate recipient of the letter. She will send a draft to the commission members for their review prior to sending the letter. It was also decided that Chair Menard will cross-train members on the processes of the Ethics Commission.  2019 Calendar: On a motion by Robin Lawson, seconded by Mac Ballard, the commission unanimously approved the 2019 meeting schedule as continuing with second Mondays of each month at 5 PM with the exception of Monday holidays with the alternate being the day after, Tuesday, at 6 PM. 6. Old Business: None 7. Adjournment: On a motion to adjourn by Chris Dixon, seconded by Robin Lawson, the meeting of the Ethics Commission adjourned at 6:14 PM.
