HISTORIC DISTRICT COMMISSION, NORWICH, CONNECTICUT 19 June 2008 The regular meeting off the Norwich Historic District Commission was held on 19 June 2008 in Room 210, Norwich City Hall at 5 p.m. Members Present: Chairperson: Malcolm Edgar Desiree Champagne Gideon Lowenstein Cort Murphy Nancy O’Neil Members Absent: Judith Hamblen Marco Middleton Member Resigned: Robert Crootof I. HEARINGS Application for COA #261 - 422 Washington Street was presented by Mr. Timothy Dowhan. This project involves a garage replacement. Appropriate photographs and design material were presented. The garage will be covered with architectural shingles. The clapboard siding and trim colors will match the main house. This application was approved by unanimous vote. Application for COA #262 – 16 Elm Avenue was presented by Greg and Jennifer Johnson. The application is for window sash replacement on the north and south sides using aluminum clad wooden sashes with true dividers. Exterior colors will match the existing windows. This application was approved by unanimous vote. Application for COA #263 – 372 Washington Street was presented by Ms Pamela Campbell. This project consists of window sash replacement of 6 over 6 sashes in the front of the house and 1 over 1 sashes (as currently exists) or 6 over 6 sashes (if finances permit) on the north and south sides. Vinyl clad wood sashes and dividers of the same color and dimension as the current sashes will be used. This application was approved by unanimous vote. II. REGULAR MEETING A. Secretary’s Report Minutes of regular May meeting were approved by unanimous vote. B. Chairman’s Report 1. The letter of resignation from this commission submitted by Dr. Robert Crootof was read and accepted with regret. It is expected that he will work with us on special projects in the future. 2. At this time there does not appear to be need of special meetings in July or August. C. Old Business 1. Regarding the Wm. Raevis sign on the side of 86 Town Street, Edgar spoke with Paulette Craig, Zoning Officer of the City of Norwich, who had issued a permit for that sign, not realizing that we had an interest in this matter. Edgar gave her a copy of the Rules and Regulations which includes a description of commission authorization in this area. 2. In consultation with the City Attorney and Connecticut Trust for Historic Preservation, Edgar recommends a public forum be arranged in the fall to discuss Standards and Guidelines and also the extensive literature available at the Reference Desk at Otis Library. 3. Cort Murphy has been reappointed as a regular member of this Commission by the City Council, effective through December 31, 2010. D. New Business The Chairman was contacted by Steve Way, Building Official, regarding the structure at 5 Harland Road, which has been vinyl clad and rewindowed without a permit. This is not a historical structure. It is situated well behind #7 Harland Road and is not in the visual line of historical buildings. By unanimous vote this commission decided not to be involved in this minor infill structure’s issues with the Building Department. E.
