HISTORIC DISTRICT COMMISSION NORWICH, CT 23 OCTOBER 2008 The regular meeting of the Norwich Historic District Commission was held in Room 319, Norwich City Hall at 5:00 pm. Members present: Chairperson Dr. Malcolm Edgar, Gideon Lowenstein, Cort Murphy, Marco Middleton, Desiree Champagne, Nancy O’Neil and Judith Hamblen. Also present: William Champagne and Jan Fossum. The minutes of 18 September 2008 were read and approved with the following correction: changing the word seminal to seminar. A motion was made and seconded to approve the minutes with the correction. Middleton, Lowenstein. Unanimous. Chairperson’s report The Chestnut Street Development applied for National Register Status. The Historic District Commission is invited to participate in that application as Norwich is a Certified Local Government. With regard to 27 West Town Street, since it is new construction and not exact-replacement maintenance a new COA will be needed as the HDC has to approve of the façade plans. Chairperson Edgar will ask Mary Donohue for the documents on the study groups that started the two Historic Districts. The presentation of Preservation Awards will be on 1 December 2008 at 7:30 pm at the beginning of the City Council meeting. A motion was made and seconded, to give the Awards to the following. O’Neil, Lowenstein. Unanimous. Within the Districts Outside of the Districts 77 East Town Street 88-98 Chestnut Street 7 East Town Street 22 Lincoln Avenue 14 Mediterranean Lane 22 Warren Street Also, a motion was made and seconded to give a Construction Award, when warranted. O’Neil, Lowenstein. Unanimous. The first award will go to the Mattern Company for their work on 77 East Town Street. A letter will be sent out to property owners in the Districts informing them of a public meeting on 20 November, in City Hall, to discuss the Guidelines and Standards for exterior renovation to the properties. Bill Champagne informed the Commission that there will be a presentation to the Public on the Historic Neighborhoods in Norwich by Rachael Carly. This will be in Slater Hall at 5:30 on 9 December.
