HISTORIC DISTRICT COMMISSION, NORWICH, CT 19 MARCH 2009 The regular meeting of the Norwich Historic Commission was held on 19 March 2009 in Room 319, Norwich City Hall at 5:00pm. Members present: Chairperson Dr. Malcolm Edgar, Cort Murphy, Marco Middleton, Judith Hamblen, Desiree Champagne and Nancy O'Neil. COA #265 was presented by Cort Murphy for roofing replacement on his home at 36 Huntington Place. Mr. Murphy will recuse himself from voting on this COA as he is a member of the Commission. The house currently has asphalt shingles. The Murphys wish to go with Timberline architectural shingles on the house and garage. The minutes of 19 February were accepted as presented. Middleton, Murphy. Unanimous. Chairperson's Report Mr. Loewenstein raised the subject of conflict of interest and wondered if the HOC should have a policy on this. Chairperson Edgar talked to Michael Driscoll who stated that the city has one that covers all the Commissions. Indian Leap. The way to the gorge and Falls is on private property that used to be Yantic Mills. There is an effort to obtain to have the City obtain this property to make a public access. Greg Farmer has stated that he will spearhead the application for this and that if it goes through the HOC the application can be submitted to the Commission on Culture and Tourism. Mr. Farmer's fee can be made available through Mary Dunn. A motion was made stating that the Commission was in favor of authorizing Chairperson Edgar to give the HOC's support to get a grant and request Greg Farmer to organize and present this to the City Council. Middleton, Champagne. Unanimous. Old Business Judith Hamblen stated that the NL Day informed her that the next time we have a presentation like the Contractor's Award to inform them before the fact. The COA #264 retrospective denial was shown to Michael Driscoll who approved it. Chairperson Edgar approached Allen Bergeron about the role of the HOC in Economic Stimulus Greg Arpin has been approached two times by a contractor regarding 101 Union Street and he wondered if anything was happening there. New Business COA #265. A motion was made to approve the application. Middleton} Champagne. Unanimous. The proposed changes to the Rules and Regulations were presented.
