HISTORIC DISTRICT COMMISSION, NORWICH, CONNECTICUT 21 July 2011 . Tl1e regular meeting of the Norwich Historic District Commission was held on 21 July 2011 in Room 319, Norwich City"Hall at 5 p.m. Members Present: Malcolm Edgar, Chairman Robert Champagne Gideon Loewenstein Marco Middleton Pam Muccilli Absent: Judith Hamblen Nancy O'Neil Cort Murphy Other Attendees: Clark AdaA') Dion DeVega The public hearing was convened at 5:00. I. HEARING- COA#289 193 Broadway Replacement of roof shingles and cedar siding . This impressive structure had been essentially abandoned and exposed to the elements, causing a great deal of water damage. It was recently purchased by Broadway Investments LLD and specifically by Mr. Clark Adam. A building permit granted by Greg Arpin was issued primarily to address interior ceiling al1d wall damage. It was brought to the attention of Chairman Edgar that much of the roof and siding work was also being done. Edgar and Leowenstein visited the site and spoke with Mr. Adam and Mr. Arpin. A new building pennit was issued which more accurately identified the restoration projects. An application for DOA #289 was filed, specifying: replacement of the roof including asphalt shingles, replacement and/or repair of cedar siding, installation of copper liners for gutters. Mr. Adam described the project in detail and provided a number of photos of the building. The public hearing was adjourned at 5:20 p.m. July 21.2011 II. REGULAR MEETING The regular meeting convened following the COA presentation. A. New Business To accommodate"the presenters of COA # 289, the commission addressed new business first. On motion made by M. Middleton and seconded by P. Muccilli, COA #289 was approved by unanimous vote. B. Minutes The minutes of the June meeting were approved as presented by unanimous vote. c. Chairman's Report Edgar will be meeting with the City Zoning officer, Tianne Curtis, regarding the responsibilities shared by both the Historic District Commission and City Zoning, particularly fences in the historic districts. D. Old Business One year ago, Reliance House (81 Union Street) initiated a COA application for replacement windows. That effort was abandoned for financial reasons. Recently Sue Caplet, property manager, in anticipation of reapplying, requested our comment on their window choice first. Mr. Dian DeVega, the project contractor, presented a sample Harvey window witl a wooden sash and aluminum clad exteriors. There did no appear to be any objection to this type of window replacement. Edgar will work with Ms Caplet to complete a formal COA application. E. Adjournment The meeting was adjourned at 5:56 p.m. Respectfully submitted, Malcolm S. Edgar, Chairman July 21,2011
