HISTORIC DISTRICT COMMISSION, NORWICH, CONNECTICUT Minutes of February 23, 2017 Meeting The Special meeting of the Historic District Commission was held on February 23, 2017 in Room 319, Norwich City Hall at 5:37 P.M. Members Present: Timothy Dowhan Richard Guidebeck Scott Learned Regan Miner Damien Cregeau Members Absent: Judy Hamblen (excused) Nancy O’Neil (excused) Pamela Muccilli (excused) I. Public Hearing: COA 349 – 177 Broadway – Remove hedge and install fence II. Regular Meeting: The Regular Meeting convened at 5:49pm A. Action on COAs: COA 349 – 177 Broadway Richard Guidebeck made a motion to accept COA as presented. Tim Dowhan seconded. The COA was unanimously approved. B. Minutes: Scott Learned asked for a motion to accept the minutes of January 18, 2017. Richard Guidebeck seconded. Minutes of January 18, 2017 meeting unanimously approved. C. Chairman’s Report: Regan Miner has been named alternate of the Historic District Commission and Damien Cregeau will be the Recording Secretary. D. Old Business:  • It was noted that HDC procedures seem to lack an informal ‘follow up’ step on recent COAs passed with a review of subsequent implementation. One solution is foster a good relationship with the building department and follow up with them on COAs the commission approved. Richard Guidebeck volunteered to ‘follow up’ with COAs. Scott Learned stated we should add to the agenda a list of pending COAs by start date and have Richard Guidebeck ‘follow up’ with them. • Due to recent proposed HDC membership transition, members expressed the desire for discussion at next meeting on potentially moving the regular scheduled meeting dates to best accommodate the availability of members. Scott Learned decided that the meetings will be scheduled a month-to-month basis until May. Regan Miner finishes her semester in May and will have more flexibility then. • In the past meeting, Ms. Muccilli noted that while an honoree had been selected, no preservation award was presented in 2015 due to subsequent transition and illness of board members. • Scott Learned would like to send newsletters to the residents of the historic district. Scott Learned asked Regan Miner to reach out to Betsy Barrett about printing newsletters and mailing them to residents. E. New Business: • No new business was presented F. Next Meeting: The next regular meeting is scheduled for March 15, 2017 at 5:30pm F. Adjournment: On motion made by Tim Dowhan, seconded by Richard Guidebeck, the meeting adjourned at 6:17pm.
