HISTORIC DISTRICT COMMISSION, NORWICH, CONNECTICUT Minutes of March 24, 2017 Meeting The Special meeting of the Historic District Commission was held on March 24, 2017 in Room 319, Norwich City Hall at 4:00P.M. Members Present: Richard Guidebeck Scott Learned Regan Miner Pamela Muccilli Members Absent: Judy Hamblen (excused) Nancy O’Neil (excused) Timothy Dowhan (excused) Damien Cregeau (excused) I. Public Hearing: COA 350 – 10 Elm Ave – Fence replacement COA 351 – 12 Elm Ave – Roof replacement II. Regular Meeting: The Special Meeting convened at 4:17 pm A. Action on COAs: COA 350 – 10 Elm Ave Pamela Muccili made a motion to accept COA as presented. Richard Guidebeck seconded. The COA was unanimously approved. COA 351 – 12 Elm Ave Richard Guidebeck made a motion to accept the COA as presented. Pamela Muccili seconded. The COA was unanimously approved. B. Minutes: Scott Learned asked for a motion to accept the minutes of February 23, 2017. Richard Guidebeck seconded. Pamela Muccili abstained. Minutes of February 23, 2017 meeting unanimously approved.  C. Chairman’s Report: Scott Learned received a formal resignation from Judy Hamblen. Judy Hamblen will write a formal letter of resignation to the City of Norwich. Scott Learned reminded members to complete the City of Norwich’s Ethics Training by March 31, 2017. Scott Learned will talk with Damien Cregeau about his availability to perform the role of Recording Secretary. There was a discussion about the records for the Historic District Commission and Scott Learned will ask Betsy Barrett if the City has a space to store these records. D. Old Business: • There was no Old Business discussed. E. New Business: • Pamela Muccili announced that she plans to resign from the Commission because she is moving out of Norwich. Pamela Muccili will send Betsy Barrett a formal letter of resignation by March 31, 2017. • Scott Learned will recommend that Tim Dowhan and Regan Miner be elevated to full members of the Historic District Commission and will find three other alternates for the Commission. F. Next Meeting: The next regular meeting is scheduled for April 19, 2017 at 5:30pm F. Adjournment: On motion made by Pamela Muccili seconded by Regan Miner, the meeting adjourned at 4:53pm.
